EPA launches Web site to aid business concerns in ChinaBy Lee I-chia / Staff reporter The Environmental Protection Administration (EPA) yesterday introduced a Web site aimed at providing Taiwanese businesspeople in China with information related to China’s environmental protection industry. EPA Deputy Minister Yeh Shin-cheng (葉欣誠) said more environmental protection service companies in Taiwan are entering the China market after the latter opened the industry to foreign investments in 2002. However, the Taiwanese businesspeople are often left on their own trying to do business in an unfamiliar environment, he said. The idea of the platform was first brought up when the agency talked with China-based Taiwanese businesspeople earlier this year, when they asked for assistance in gaining industrial information about China for investment purposes, Yeh said. In addition to industrial information, the platform also aims to integrate information gathered from various sources. The information provided in the platform includes seven aspects — environmental education, disease vectors control, soil and groundwater, energy savings and carbon reductions, resource recycling, environmental engineering, and environmental testing and monitoring — which are collected by cooperative academic sectors or industry associations in Taiwan. The Taiwan Environmental Sustainable Development Foundation, the project’s main implementation unit, said that taking the disease vectors control aspect as an example, most Taiwanese in the environmental protection service industry know a lot about dengue fever, but there are other types of disease vectors in different areas in China and the platform can provide information about them. Taiwanese businesspeople in China can also comment on this new Web site and share problems that they have encountered. The issues they highlight could possibly be dealt with in the future through cross-strait negotiations, the EPA said.

In his talk, Yeh explained the vision and execution of Taiwan’s sustainable community project, which aims to establish 100 low-carbon communities and two low-carbon islands through central-local government collaboration by 2014. The EPA will use the Kinmen Kaoliang Liquor Inc. plant as the nucleus for implementation of combined heat and power generation, which together with a biofuels center, photovoltaic energy, wind power and battery exchange systems for electric motorcycles will help the island meet the goal of low-carbon, sustainable, high quality living, Yeh said. The forum on “Resilient Energy Policies for Poverty Resolution in a Climate-Constrained Environment,” organized by Helio International, also featured presentations by Maryse Labriet of Spain’s Eneris Environment Energy Consultants; Ibrahim Sani, director of the Energy Center with the Niger Ministry of Energy and Petroleum; and Joseph Kogbe, program coordinator with Friends of the Earth-Togo. Helio International is a think tank of energy analysts dedicated to sustainable and equitable development. Climate Change Conference in Doha, Qatar. “We are ready to share our expertise with other nations in the fight against global warming,” Yeh said in his talk, “Energy Technologies and Policies for Both Mitigation and Adaptation of Climate Change in Taiwan.” “Taiwan is a victim of climate change, but also a provider of technology and policy for adaptation to climate change.” According to the EPA, delegates were interested in Taiwan’s use of subsidies to promote green energy, its cultivation of skilled personnel and programs to assist other countries, while Climate Parliament Secretary-General Nick Dunlop called attention to the development of the island’s national smart grid network.
The Climate Parliament is an alliance of European parliamentarians and legislators from many developing countries devoted to a faster transition to renewable energy, the EPA said. Separately, a declaration on the importance of sustainable food security signed by 40 countries at the U.N. conference cited Taiwan’s successful promotion of vegetarian meals and low-carbon communities, Taipei-based Central News Agency reported Dec. 9. The statement called for greater attention to food security, organic agriculture, nongenetically modified crops and avoidance of intensive agriculture in the campaign against climate change. Among the signatories were Armenia, The Gambia, Georgia, Morocco, Myanmar, Nigeria, Panama, Papua New Guinea, the Philippines, Slovenia, Swaziland and Yemen. Taiwan maintained a presence throughout the 18th session of the Conference of Parties to the U.N. Framework Convention on Climate Change and 8th Meeting of the Parties to the Kyoto Protocol Nov. 26-Dec. 7 with its booth in the Qatar National Convention Centre, where it publicized government and private sector policies on and achievements in sustainable development, a green economy, renewable energy sources and the reduction of carbon emissions, the EPA said. Taiwan keeping close eye on carbon trading schemes at COP 18
2012/12/04 22:07:40 Taipei, Dec. 4 (CNA) Environmental Protection Administration (EPA) Deputy Minister Yeh Shin-cheng said Tuesday that carbon trading schemes are at the top of the priority list for Taiwanese observers at the U.N. climate summit (COP 18) in Doha, Qatar.
They are also keeping a close eye on progress regarding the Kyoto Protocol, the Green Climate Fund and the Cancun Agreement, Yeh said.
A 54-member delegation that includes experts and officials from the Ministry of Foreign Affairs, Ministry of Economic Affairs, Ministry of Transportation and Communications and Council of Agriculture, which arrived in Doha Dec. 1, has participated in several meetings on the sidelines of the summit.
Any commitments on carbon trading schemes made by the participating countries could further affect many industries, including agriculture, technology and trade, Yeh said.
The delegation also hosted a forum Dec. 1 titled "Comparative Studies of Climate Change Adaptation around in the Globe: from Least-Developed Countries to Africa and Small Islands."
All the research shows that maintaining a business-as-usual scenario in the face of global warming is not an option, Yeh said in the forum.
Taiwan is ready to share its abundant technical expertise in green energy, as well as disaster prevention and relief, with the world community, he said.

EPA advised to keep track of global decisions on climate change issue
2012/12/20 20:57:11 | Taipei, Dec. 20 (CNA) Premier Sean Chen on Thursday asked the Environmental Protection Administration (EPA) to follow closely the the conclusions of international meetings on climate change.
This will help Taiwan to design a mechanism for the reduction of greenhouse gas emissions in keeping with international standards, he said.
The premier made the remarks after the EPA gave a report on its participation in the 18th session of the conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the 8th session of the conference of the parties serving as the meeting of parties to the Kyoto Protocol in Doha, Qatar.
The Taiwan delegation to the conference, which was held Nov. 26-Dec. 8, was led by EPA Deputy Minister Yeh Shin-cheng. During the meeting, Yeh was invited to speak on relevant issues.

Meanwhile, the Ministry of Foreign Affairs (MOFA) said Thursday that a young Taiwanese elected to a United Nations youth body was taking the right approach by seeking to correct a denigrating designation of his country.
The ministry was referring to Chang Liang-yi, who said he was identified as a citizen of "Taiwan, Province of China" on the ballot for election as a YOUNGO focal point, the official youth constituency at the UNFCCC. Chang was the first young person from Taiwan to be elected to the youth constituency.
"If Chang encounters any difficulty in correcting the name, the ministry will provide further assistance," said MOFA spokesman Steve Hsia.
Chang said a day earlier that he will voluntarily give up the youth liaison post if the name of his country is not corrected to read "Taiwan (Republic of China)" before the handover ceremony on Jan. 15 next year.
David Liang, deputy head of the MOFA’s Department of Treaty and Legal Affairs, said the ministry will help civil groups to participate in international affairs, but will not tolerate actions that hurt the nation's sovereignty status.

The most important subject is environmental science. The second activity was held in Taipei City- the webpage design contest and essay contest on reduction of greenhouse gases. Taipei City should be the part of the country with the most children that care about this topic. The most difficult thing was, Taiwan's focus on this topic isn't enough, so sometimes we needed to use a lot of time to explain to people what was going on. However, I think that under normal circumstances everyone should know about it. The other difficulty was that students and teachers are very busy, so sometimes the children don't have time to join our activities. These activities become extra burdens for students. The thing I remember the most is, we met a difficulty. We held the activity with the EPA, and they sent official documents to every elementary school, but most schools didn't really pay attention to the documents, because they weren't from the Ministry of Education. We really wanted to hold a meaningful activity, and this was a problem. | | ■To let everyone understand this topic easily, you've written a book "What do we do about global warming?" This book was written because the Kaoshiung City government invited me to do an experiment, and we collected a lot of information. I did this with some of my students. UCSC delegation brings green tips to Taiwan
Students and staff share sustainable practices in two-day workshop

Three of the most influential leaders of UC Santa Cruz’s campus sustainability movement expanded their vision to the Far East this summer.
The green delegation, including UCSC undergraduates Gabi Kirk and Cameron Fields, and UCSC sustainability director Aurora Winslade, traveled 6,449 miles to Taiwan, where they led a two-day workshop on June 29 and 30 for the Taiwan Green University Program.
"I think we learned as much as we shared,” Winslade said. "It's a testament to the strength of our student movement and the young leaders at UCSC that we were selected for this program."
Kirk co-chairs UCSC’s Student Environmental Center. Fields chairs UCSC’s Carbon Fund, which supports and oversees carbon-reduction projects undertaken by students, staff and faculty on and off-campus.
The group of visitors also included a staff member from the University of California Office of the President, and a staff member from New York University.
The workshop, held at the National Taiwan Normal University (NTNU) in Taipei, drew a healthy response; 158 Taiwanese students, faculty, staff and administrators from universities across Taiwan signed up for the conference.
The conference covered topics including energy efficiency, sustainable food systems at UCSC, NYU and the UC system.
Speakers placed a special focus on student engagement in Taiwan, an island located off China’s southeastern coast; undergraduates were challenged to take leadership roles in campus environmental efforts.
The visit was well timed. Ecology minded practices and ‘green’ movements have gained momentum in Taiwan in recent years. In June, the New York Times ran a story entitled "Activism Gets Rolling In Taiwan", detailing the ways environmental groups have been taking action and gaining influence. Among their recent gains: Taiwan’s President, Ma Ying-jeou, recently rejected a proposal for a $24.1 billion petrochemical factory in the west coast of Taiwan.
According to the article, well-organized grassroots efforts, and a growing environmental consciousness, combined with Taiwan’s current status as an economic powerhouse, have made its government and businesses more receptive to green thinking.
“… the people of Taiwan can now afford to oppose new factories, and government officials are balancing the views of companies with the concerns of an environmental movement.. ‘’ the Times reported.
"Taiwan has a very high rate of ecological literacy,” said Kirk. “They shared that nearly 95% of their population believes in global warming, and many government officials receive environmental training.”
Democracy is fairly new in Taiwan; its first presidential elections were held in 1996. But Kirk said many professors and staff members at the conference were "incredibly enthusiastic and optimistic" about the student leadership and activism model that is common at U.S. universities.
This trip has been in the works for nearly a year and a half. The seeds of this journey were planted in January 2010 when Shin-Cheng Yeh, director of the Graduate Institute of Environmental Education (GIEE), visited UCSC to learn about the campus’s sustainability initiatives.
“[When I returned to Taiwan,] I told them how students at UCSC have been doing such great works," Yeh remarked. "Your professionalism and enthusiasm in campus sustainability impressed me a lot.”
This year, Yeh extended the invitation for UCSC to visit his campus to engage with a wider audience about our programs. The Taiwan Ministry of Education funded the delegation's airfare and lodging.
“It was an honor to represent UCSC student leaders and share our passion for environmental advocacy,” said Kirk. “I was also impressed by the efforts of Taiwanese university students at their home campuses and the programs already in place.”
The visitors and the conference attendants found common ground.
“Some of the struggles they shared are ones we have conquered or are still working through on our campus,” Kirk said.
Kirk hopes to grow this partnership beyond the trip by setting up regular videoconferences for UCSC and Taiwanese sustainability student leaders to share project ideas and share feedback.

Dr. Shin-Cheng Yeh, professor and Director for the Graduate Institute of Environmental Education at the National Taiwan Normal University expressed interest in developing a Taiwan equivalent of the ACUPCC. He mentioned that approximately 11 universities have had informal discussions concerning the importance of developing a climate commitment.
Overall, along with the other participants, I was very thankful to be a part of such a talented group of professionals. Each speaker gave an insightfully detailed presentation and it was an honor to present at this conference. I must thank Steve Muzzy, Ulli Klein and Georges Dyer (Second Nature) and Jennifer Yeh (Foundation of Taiwan Industry Service) for their support, encouragement and travel assistance. In my closing remarks, I noted that USCA’s detailed description of our energy reduction efforts reinforces the need to pursue individual carbon reduction as well as the pressing need to work hard locally before pursuing offsets.

Fujitsu Technology Solutions Chooses Mentor Graphics Expedition Enterprise for
Increased Productivity and Reduced Time-to-Market
Time-to-Market is what it’s all
about at Fujitsu Technology
Solutions (FTS) in Augsburg,
Germany. With that focus, their
PCB designers had to be assigned
shift work to meet their time-tomarket goals and their design tools
were maxed out. So they needed to
upgrade their entire design tool
flow. On top of that, end-of-life
notices had been issued for a
number of their older tools. Thus,
they were faced with a problem:
how to migrate to a new toolset
while, at the same time, ensuring
that the new tools could grow with
their requirements well into the
future.
Motherboards for desktop PCs,
workstations and industrial servers
are the main products designed at
FTS. Their motherboards target
high quality, reliability, and
performance while maintaining
Green design and manufacturing
techniques.
In addition, FTS places high
value on PCB design. “PCB design
is the key for a reliable motherboard,” noted Rajat Kakar, Vice
President, TSP Clients Group. “An
accurate layout following all
constraints and signal integrity
requirements can make the difference between a stable PC and a
system randomly crashing without
any obvious reason. It is the groundwork for a solid, high quality PC
system.”
Evaluation
FTS began their quest by evaluating tool suites from a number of
different suppliers. Their primary
goals were increased productivity
and flexibility in the design flow,
and completing projects significantly faster than their current flow.
The current toolset had left little
flexibility as the only option was to
assign designers to additional shifts
to speed up the design process. It
didn’t take long before Mentor was
identified as the source of the tools
they wanted because of the concurrent design capabilities and
outstanding integration between
design team disciplines.
“The main benefit we see in
Expedition Enterprise is concurrency. Having XtremePCB with
Expedition Enterprise allows us
more flexibility in assigning
designers to a project as needed to
meet time-to-market requirements,”
said Stephan Hornung, Senior
Director, TSP Clients Group.
Fujitsu Technology Solutions recently made a major change in PCB
development, adopting Mentor Graphics’ Expedition Enterprise and
Xtreme to improve productivity and reduce their time-to-market.

Indeed, time-to-market is one of
the “hot buttons” for Fujitsu.
“Productivity” within the CAD
department is measured by “designs
per team per year.” In addition,
bonuses are based on this time-tomarket measurement.
The Transition Process
Before the actual transition took
place, a comprehensive plan was de -
vel oped. The first priority was to
decide whether legacy designs would
be moved to Expedition Enterprise
or not.
“We decided not to translate our
designs because there is a huge
conceptual difference between our
old flow and Expedition Enterprise.
Due to short design cycles we don’t
have to maintain legacy designs
more than 5 to 8 years, so we
decided to have the old flow and
Expedition Enterprise in parallel for
a certain time,” said Nils Wittler,
Senior CAD Manager.
Their plan was iterative, deploy -
ing the new flow team-by-team and
product segment-by-product seg -
ment. In this way, they were able to
alter set up and custom ize the pro -
duct based on input as each iteration
was completed. This was followed
by a “real life” design test project
that passed with flying colors.
Expedition Enterprise in Action
The transition to Expedition
Enterprise went very smoothly and
in the first year more than two dozen
boards were designed using
Expedition and Xtreme. Because of
the product’s performance, collaboration capabilities, and tight integration between tools, designers were
very eager to make the transition to
the new flow. In addition, Expedition
Enterprise’s reputation as being easy
to learn mitigated the pain of transitioning to a new tool package.
This eagerness of the designers
“especially applies to XtremePCB
which is, for us, the most important
piece in the flow because the layout
is usually the bottleneck at the end of
the design and this is where you get
stress with your schedule and you
must finish your product on
schedule” said Wittler.
They began maximizing the
potential of XtremePCB almost
immediately. They routinely assigned
three to five designers working in
parallel on a single project. Expedi -
tion enables concurrent editing on the
same schematic, constraint sets and
layout, all the while maintaining
security and data ownership.
Mentor Graphics’ XtremePCB allows multiple designers, using a shared database, to
simultaneously work on the same board. The designers can be dispersed in the same
building, or across the planet. The Expedition Enterprise flow also enables concurrent
