中國全國人大常委會1日以154票贊成、0票反對、1票棄權通過《國家安全法》，國安法首度將香港及澳門納入範圍，而法條也規定，「台灣同胞」有維護領土完整的義務。人大常委會法工委副主任鄭淑娜強調，港澳應按《基本法》要求，自行制定維護國家安全的法律。
據中新社報導，國安法第11條第2款規定，「維護國家主權、統一和領土完整是包括港澳同胞和台灣同胞在內的全中國人民的共同義務」；第40條第3款規定，「香港特別行政區、澳門特別行政區應當履行維護國家安全的責任。」
鄭淑娜表示，按《香港基本法》、《澳門基本法》第23條規定，特別行政區應自行立法，禁止任何叛國、分裂國家、煽動叛亂、顛覆中央人民政府及竊取國家機密的行為，禁止外國的政治性組織或團體在港澳特別行政區進行政治活動等。因此，港澳應按照基本法，自行制定維護國家安全的法律。
對此，香港特區政府發出聲明表示，全國人大通過的國安法，有關法律不在香港特別行政區實施。香港特別行政區有維護國家安全的責任，此責任是按照《基本法》第23條的規定，透過本地立法履行，而本屆政府沒有計畫就第23條立法。
香港電台引述時事評論員劉銳紹的看法指出，新國安法將香港納入，是要「將刀放在頭上」，製造法律壓力，讓大家「少說點話」。香港記者協會對此則直言，國安法恐影響新聞自由，往後記者到中國採訪時，需考慮是否會「惹來麻煩」。
中國曾於1993年制定國安法，但此次新法的範圍更廣。除了防範及懲治叛國、分裂國家、煽動顛覆政權、洩露國家機密等行為，也觸及邊防、海陸空、金融與經濟體制、糧食安全、能源及宗教等。
新華社「新華視點微博」消息指出，國安法也規定，應加強國家安全新聞宣傳和輿論引導，透過多種形式展開國安宣傳教育活動，將國安教育納入國民教育體系和公務員教育培訓體系，增強全民國安意識；每年4月15日則為全民國家安全教育日。

integrity is the common obligation to include Hong Kong, Macao and Taiwan
compatriots, all Chinese people,"; article 40, paragraph 3 , "Hong
Kong and Macao Special Administrative Region shall fulfill the responsibility
of maintaining national security."
Zheng Shuna said, according to "Hong Kong Basic Law", "Macao
Basic Law" Article 23 stipulates that the Special Administrative Region
shall enact laws to prohibit any act of treason, secession, sedition,
subversion against the Central People's Government, or theft of state secrets,
to prohibit foreign political organizations or bodies from conducting political
activities in Hong Kong and Macao Special Administrative Region and the like.
Therefore, in accordance with the Basic Law, Hong Kong and Macao should
formulate its own to protect national security laws.
In this regard, the HKSAR Government issued a statement that the National
Security Law by the National People's Congress, the law is not in the Region.
Hong Kong SAR has the responsibility to safeguard national security, this
responsibility is in accordance with the provisions of article 23 of the
"Basic Law", through local legislation to fulfill, but this
government does not plan on Article 23 legislation.
RTHK quoted commentator Liu Ruishao view that the new national security laws to
Hong Kong included, it is to be "the sword on your head," manufacture
legal pressure, so that we "talked less words." Hong Kong Reporters
Association this put it bluntly, the fear of national security laws affect
freedom of the press, the next reporter to China to interview, to consider
whether "in trouble."
China had national security laws enacted in 1993, but the wider scope of the
new law. In addition Prevention and Punishment of treason, secession,
incitement to subversion, divulging state secrets and other acts, also touched
on the border, sea and air, the financial and economic system, food security,
energy and religion.
Xinhua News Agency "Xinhua Viewpoint microblogging" news that the
National Security Act also provides for the strengthening of national security,
public information and public opinion guidance, through various forms of
expanded national security education campaigns, the national security education
into the national education system and the civil service education and training
system, and enhance people's national security awareness; April 15 each year,
compared with the National Education Day national security.
