中國國民黨中央委員會黨史委員會編印，秦孝儀主編《中華民國重要史料初篇─對日抗戰時期》內：蔣宋美齡給蔣介石的電報，由其大姊宋靄齡（孔祥熙之妻）轉：

『大姊轉介兄：頃晤羅斯福總統洽商結果如下：

1、羅允洽商二師赴緬甸作戰，於九月準備完畢。

2、據告邱對緬南海、陸、空總攻事仍未熱心贊同，雖亦能口答應，但覺其無誠意，屆時未必履行。

3、邱心目中僅有英、美、俄三強國，將余中國摒於門外，答詢將來與兄晤會時，是否約邱參加，妹答以可由羅與兄直接商談。

4、關於旅順、大連、臺灣，中美海空軍共用事，羅對兄意表示（似有脫漏），並謂俟中國準備完妥之後，美即可退出。〈按：美國只提旅順、大連，但臺灣卻在此時此文中，突然出現，就是蔣介石貪圖併吞臺灣而提出；果然在“中國準備完妥之後”美國軍艦載中國軍抵臺後，美即可退出。〉

5、羅意高麗可暫由中、美、俄共管。

6、前國聯交日本保管之太平洋各島，羅意戰後由盟國接收組織暫時共管之。特聞。有（二十五日）（二）。』

 

以上「似有脫漏」是在騙人用的，對照蔣介石日記即知，那正是中國蔣介石提出建議，美國羅斯福同意瓜分臺灣的關鍵句，用「似有脫漏」代替「同意瓜分臺灣」；其騙人的目的，就是在掩飾中國與美國的罪行，並避免刺激臺灣人民。
