【TEWA聲明】：〈佔領國會所為何事？〉
佔領國會行動的決策小組於4月7日發表了退場聲明〈轉守為攻，出關播種〉（http://ppt.cc/IOEP），自認為佔領立院行動已完成階段性任務，取得重要進展，故將於4月10日撤離立法院。基於三個理由，我們無法支持退場聲明的判斷。
第一，所謂的重要進展只是一廂情願
台灣社會不乏對公權力之惡進行的抗爭，但3月18日佔領國會的激進行動，實肇因於服貿協議緊緊牽動著台灣的主權、自主性與民主化。以「拒絕服貿」為終極目
標，是318佔領行動之所以成勢、之所以獲得全國動員相挺的主因。這個目標是否如退場聲明所評估的：「取得重要進展」？對於該聲明所提出的四點理由，我們
無法苟同。
1.兩岸協議監督法制化
不同於〈退場聲明〉視監督草案遞交國會為運動成果，我們認為這只是為國共合謀提供法律背書而已。佔領行動之初，主戰場為「退回服貿」；如今的退場聲明，卻
將戰線退至監督條例的立法。然而，在國會始終為國民黨禁臠的前提下，此立場的退縮等於是同意將服貿存廢的裁判權授予國民黨。
2.先立法，再審查服貿
〈退場聲明〉企圖誤導民眾：國民黨已接受台灣中國協議監督條例的立法必須先於服貿的審查。但事實上，立法院長王金平的承諾不等於國民黨立院黨團的承諾，台
北市長郝龍斌與台中市長胡志強的表態更不等於國民黨立委的態度。即使我們願意將戰線從「退回服貿」退守至「監督條例」，我們依然不見國民黨黨中央或立院黨 團對「先立法」的保證。
3.召開公民憲政會議
我們肯定公民憲政會議的召開，提供了公民介入政治的實踐場域。雖樂見以兩年為期來凝聚修憲共識，但修憲的遠水救不了國共合謀的近火；同時，在缺乏國民黨對修憲一事有任何承諾的狀況下，如何將其確認為佔領國會的具體成果？
4.退回服貿
〈退場聲明〉根據立法院3月24日聯席會決議（要求行政院撤回服貿協議，並重啟談判，後續有待院會處理），認為在「退回服貿」一事有重大進展。但事實上，
這只是將服貿案（3月17日國民黨立委以30秒護航送至院會備查）退回委員會而已，對行政部門無實質約束力。此退回不同於彼退回，豈可誤導視聽？
此外，佔領之初所主訴的「退回服貿」，為何在〈退場聲明〉中滑動到「監督條例」之後？綜觀全文，佔領國會行動的決策小組已將主戰場轉移至監督條例的攻防，其實就是將「逐條審查」取代「拒絕服貿」作為運動目標，不可不察。
第二，公民運動不該私有化
三月抗暴之勢，是反國共服貿協議的集結；佔領國會是每一位反服貿運動者的佔領國會，並非任何人或團體之私有，沒有任何人或團體可以為所有人的進退下決定。
因此，佔領過程中取得主導權的組織，若有退場決定，不僅應謹守反黑箱原則、努力凝聚共識，也應使最後決議保有容納異議的開放性，亦即：退場聲明應尊重所有參與者的自主評估，不應以退場聲明引導輿論與情勢，使眾人以為續佔已不再可能，造成續佔派難有號召持續的空間。
我們尊重決策小組的退場判斷，但我們也因上述原則，為〈退場聲明〉的生產過程及所持立場感到遺憾。
第三，閹割以後的抗爭意志
成功佔領國會的激進姿態，使台灣成為國際媒體矚目的焦點。但是投入巨大的成本，卻只計較一個法案，而不是檢討重要政策、國會重選、總統下台或共和更新，這在全世界的反抗運動都是不可思議的落差。
以佔領國會作為服貿存廢的指標戰場，不論國際輿論、台灣學界及公民社會，對國民黨所施加的壓力，皆會隨著佔領時間的延伸而成長。事實上，國民黨所受壓力遠
大於佔領者的壓力。可惜的是，由於幕後決策機制的抵抗意識過於薄弱，竟然在壓力累積到使國民黨些許讓步的臨界點前即宣佈退場，並且是無條件撤退。
我們絕對肯定並感謝所有為「拒絕服貿」的付出，我們更為佔領國會達三週而驕傲。即使因為各種原因而無法達成初衷，也無人能否定佔領行動的價值。但幕後決策
機制將訴求極弱化以換取「完成階段性任務」的假象，這不只玷污了所有的參與者，也會閹割了反抗運動的決心與勇氣——當佔領國會都只能提出如此模糊與衰弱的
訴求，我們以後要用什麼行動來阻止更為致命的國共合謀？
