（中央社記者廖漢原華盛頓23日專電）根據美國國務院近期公開的美中建交解密文件，美方曾擔憂台灣擁有核武和宣布獨立的可能性。

 

……台灣獨立也是當時卡特（Jimmy Carter）政府關切的問題。1977年7月24日，當時的國務卿范錫（Cyrus Vance）向卡特發出備忘錄評估，中華民國短期內宣布獨立的可能性不大，台北方面仍在觀察美國與中國大陸關係正常化的發展，不至於採取激烈行動。

 

美方相當樂觀，如果將台灣納入美中關係正常化的規劃，台灣當局不會走上這條大家都不願見到的路。不過美方無法完全排除中華民國逕行宣布獨立的可能性，如果台灣在美中關係正常化政策下，感覺遭到背棄，有可能產生極端行為。
