中 大 新 聞 與 傳 播 學 院 陳 韜 文 教 授 ─ ─ 傳 媒 應 否 介 入 政 治 ？
傳 媒 應 否 介 入 政 治 ， 參 與 動 員 ？ 有 黨 派 傾 向 的 政 治 傳 媒 古 今 中 外 皆 有 ， 是 社 會 條 件 的 產 物 。 在 自 由 社 會 ， 傳 媒 結 構 與 政 黨 結 構 多 是 對 應 的 ， 是 意 識 形 態 光 譜 的 折 射 ： 黨 派 的 意 識 形 態 愈 是 兩 極 分 化 ， 政 治 傳 媒 出 現 的 機 會 愈 大 ， 反 之 亦 然 。 為 此 ， 有 黨 派 傾 向 的 政 治 報 紙 流 行 於 西 歐 ， 但 在 兩 大 黨 意 識 形 態 相 近 的 美 國 則 讓 路 給 標 榜 “ 客 觀 中 立 ” 的 報 紙 。 香 港 以 前 左 、 中 、 右 三 派 報 紙 並 存 的 格 局 ， 也 是 國 共 兩 黨 對 峙 的 反 映 。 政 治 危 機 也 是 黨 派 傳 媒 興 起 的 另 外 一 個 原 因 。 抗 日 戰 爭 時 期 ， 傳 媒 積 極 參 與 抗 日 動 員 ， 中 立 客 觀 成 了 奢 談 。 就 算 是 美 國 傳 媒 ， 在 9.11 以 後 ， 其 中 立 性 也 受 到 愛 國 政 治 立 場 的 衝 擊 。
論 政 黨 結 構 ， 香 港 的 保 皇 黨 和 民 主 派 的 政 治 理 念 南 轅 北 轍 ， 走 上 兩 極 分 化 ， 而 傳 媒 政 治 化 可 說 是 香 港 政 治 力 量 重 組 的 表 現 。 回 頭 看 ， 香 港 過 去 一 直 處 於 慢 性 社 會 危 機 中 ， 而 政 府 又 無 法 有 效 回 應 ， 正 好 誘 發 傳 媒 的 介 入 。 同 樣 道 理 ， 香 港 民 主 薄 弱 而 社 會 多 元 ， 社 會 要 求 傳 媒 發 揮 “ 代 議 功 能 ” 。 把 傳 媒 的 代 議 功 能 再 往 前 推 ， 就 成 了 如 今 表 現 在 集 體 行 為 中 的 “ 動 員 作 用 ” 。
西 方 學 者 把 新 聞 取 態 分 成 兩 大 類 ： 一 種 視 新 聞 工 作 者 為 “ 守 門 人 ” ， 標 榜 中 立 、 客 觀 、 平 衡 的 專 業 主 義 ； 另 一 種 視 新 聞 工 作 者 為 “ 鼓 動 者 ” ， 強 調 傳 媒 的 主 張 和 改 變 社 會 的 作 用 。 至 於 那 種 取 態 更 好 ， 各 方 一 直 無 法 達 致 共 識 ， 最 後 讓 各 種 傳 媒 並 存 ， 在 意 見 市 場 上 互 爭 長 短 ， 這 樣 反 而 可 以 促 進 公 共 空 間 的 發 展 。
傳 媒 政 治 化 或 是 可 以 接 受 ， 但 是 當 中 也 有 不 可 逾 越 的 底 線 ： 傳 媒 不 能 因 為 政 治 傾 向 而 譁 眾 取 寵 、 斷 章 取 義 、 因 人 廢 言 、 扭 曲 事 實 、 迴 避 不 利 情 況 、 甚 至 弄 虛 作 假 。 現 在 有 部 份 傳 媒 已 有 逾 越 這 條 底 ?赤 熄 犰 V ， 值 得 警 惕 ， 因 為 一 旦 放 棄 底 線 ， 傳 媒 就 會 失 信 於 民 ， 喪 失 守 望 環 境 的 基 本 功 能 ， 最 終 淪 為 盲 目 的 黨 派 喉 舌 ， 為 市 民 所 唾 棄 。 傳 媒 對 公 眾 事 務 有 判 斷 ， 甚 至 有 強 烈 的 立 場 ， 這 是 當 仁 不 讓 的 事 情 。 不 過 ， 傳 媒 的 言 論 應 該 儘 量 跟 新 聞 報 導 分 開 ， 營 造 一 個 強 調 知 性 和 理 性 並 重 的 公 共 空 間 。

The Professor Chan To Man of the School of Journalism and Communication of Chinese University – Should mass media interrupt political affairs?
Should mass media interrupt and participate in political affairs? There is political biased mass media at all times and in all countries produced by social condition. In a liberal society, the structure of mass media and political parties are always corresponding; it is a ideological spectrum refraction: The more disunited the ideology of political parties are, the greater chance the political biased mass media exist and vice versa. For that, having some these biased newspaper prevalent in Western Europe but in the country like America that having a similar ideology in the two main political parties, then those boasting themselves impersonal and neutral are prevalent. In the past, Hong Kong had the newspaper of Left Neutral Right, and it is the reflection of the confrontation between the Communist Party and Nationalist Party. Political crisis is another reason behind that producing political biased media. In the period of the War of Resistance Against Japan, the media zealously participating the action against Japan, neutral and impersonal reporting becomes extravagant. Notwithstanding the American media, after the 911, the neutral nature did also face the impact of the patriotic stance of their own.
Talking about the political structure, the notion of the Royalists and Democratic parties are poles apart, and on the way of polarization in Hong Kong; it could be said that the media politicization is the representation of the reconstructing political power in Hong Kong. Looking back, Hong Kong has stayed in the chronic social crisis for a period however the Government didn’t make any efficient respond. So it’s the high time that trigger the media to interrupt. In the same principle, because Hong Kong is vulnerably democratic and diversified, society requests media “taking the place of discussion for the public”. If the media progressively and continuously make use of this function, then it becomes something that reflecting the “mobilized function” of the collective behavior nowadays.
Western savants separate the “attitude of people toward news” in to two main types: one that seeing journalist as “wicket keeper” that is professionalism that insisting neutral, impersonal and balance; another one seeing journalist as an “agitator” that insist the view of the media and the function of changing the society. But there is sill no consensus that which is the better attitude. So at last there are different soft of media in the market doing competition and promoting the developing space.
Maybe Media’s politicization is acceptable, but there still is a line of defense: Media must not dote, garble, bend the fact, create news, avoid unfavorable situation and abolish the news because of anyone. However the are some media did already go across that defending line. It should be careful that because if we give up that line, it means media break the promise to the public and lose the function of censorship. And at last become the mouths of different political parties and repelled by us. Of course media should have their own stance and judgments but these judgments should be make separated from the reporting news. Only by this approach, that the rational space could be created.
