東泰紙廠有意復工遭反彈 上百民眾持掃帚「掃地出門」

由於近期紙價上揚，彰化東泰紙廠有意復工，不過其緊鄰國小、過去屢次違反環保法規的不良紀錄，引發當地居民激烈反對。19日上午，當地自救會、環團及芳苑鄉長洪和炉等民代串聯，近百位民眾前往東泰紙廠抗爭，拿出竹掃帚要把東泰「掃地出門」。 上百彰化芳苑居民19日前往東泰紙廠外抗議，反對其復工的計畫。截取自公共電視新聞畫面。
在十多位有意參選的候選人助陣下，民眾表達了堅決反對的立場，縣府代表初步表示，除非雙方能簽署「環境保護協定」，縣府才有可能核准許可，顯示目前發證給東泰的機會並不大。
彰化環盟總幹事施月英指出，位於彰化縣埔心鄉的華德美紙廠及芳苑鄉新寶村的東泰紙廠，同屬關係企業，過去污染前科累累，偷排放污染物遭開罰也都紀錄有案。
華德美八年來遭開罰23次，東泰在2013、14年兩年內的九張罰單，也有五張是未取得許可證就偷排廢水，並有排放水質不符標準的違規。施月英指出，就是因為這些違規事項，兩個紙廠雙雙遭到停工的處罰。
在前有華德美遭埔心鄉極力反對，導致難以順利復工狀況下，業者轉向設法申請東泰紙廠復工。但東泰紙廠就緊鄰新寶國小，居民擔心對孩童健康影響甚鉅，學校師生與家長都相當不滿；鄰近養殖專區的文蛤養殖戶，同樣也擔心紙廠將危害他們的養殖魚塭。
居民除了要求業者趁早死心，別來污染芳苑鄉，更向彰化縣政府喊話，不可核發許可證給東泰紙廠。

團購人氣商品網路人氣商品top10鄉反污染自救會總幹事林連宗指出，東泰紙廠前身就是東麗紙廠，在1996年曾遭當地居民激烈反彈。東泰紙廠計畫進行廢紙處理，當中將有多種重金屬，可能造成水污染、空氣污染、更會有臭味。芳苑鄉長洪和炉、立委洪宗熠、村長梁祥盛等地方政治人物，更紛紛當場簽署承諾書，表態絕對堅持反對此案。
面對居民與地方民代的激烈反彈，環保局水質保護科科長楊欣怡初步表示，除非雙方能簽署「環境保護協定」，縣府才有可能核給許可證。
楊欣怡表示，東泰應該與所在地的地方共存共榮，遵守環境保護協定，才是展現企業的環保決心，能與地方和諧共處將是能否放行的必要條件。
