零撲殺政策昨日零時上路，繼印度之後，台灣成為亞洲第2個實施零撲殺政策的國家，農委會昨日特別召開記者會宣示「12夜」正式劃下句點。但政策實際上路後，問題將會逐一浮現，專家建議，農委會應定期檢討，並且多關注經費人力不足的偏鄉，才不會讓政策的美意打折。
獸醫師公會全國聯合會理事長陳培中指出，零撲殺昨日正式實施，可以減少生命逝去，顯示台灣進入文明世界，常有人說，這個政策缺乏配套，不該這麼早上路，但事實上，若不放手去做，永遠不會知道需要那些配套措施，建議農委會每半年都要檢討一次零撲殺帶來的影響，針對問題做改進，並縮小城鄉之間動物福利的差距，多關注經費人力不足的地區。
陳培中表示，收容所零撲殺屬於後端的政策，就怕前端不斷捕犬進入收容所，導致塞車，應針對在外遊蕩的流浪狗執行專案減量，否則在外一直繁殖，流浪族群永遠不會減少。此外，也要對民眾加強生命教育，讓飼主認識到自己的責任，告訴飼主不要棄養，從源頭開始減量。
零撲殺上路也令陳培中相當感慨，他說，很多獸醫師都投入第一線的收容工作，希望簡稚澄園長自殺的不幸事件，不會再重演。
零撲殺上路後，領養成了流浪狗離開收容所唯一的途徑，外界擔心，普通成犬或個性凶猛的犬類較難親近新飼主，若無人願意領養，該如何處理。
台南市動物防疫保護處處長吳名彬表示，過去成犬、大型犬，可能個性凶猛，確實較難媒合出去，但以台南市的做法為例，結合農業推出工作犬，讓犬隻協助看管豬、牛或果園，產生了相當好的媒合效果，未來台南也會再推出工廠犬，派出所警戒犬等，擴大流浪犬可以「工作」的範圍。
農委會副主委黃金城指出，零撲殺政策經過2年的緩衝，中間有實行各項配套政策，可能仍有不足之處，要漸進改善，包括農委會補助各縣市增設收容中心時，曾碰上地方民眾抗爭，在土地難尋的情況下，部分縣市建設卡關，而貓狗的壽命動輒也有10多年，在外流浪會不斷生育，因此絕育相當重要，才能在源頭控管數量，這也是政府未來努力的目標。
12月的火箭隊銳不可擋，帶著12勝2敗的佳績挑戰「德州大戰」，靠著「大鬍子」哈登（James Harden）全場34分、全隊轟進17顆三分球的兇猛火力，以123：107輕取小牛，在相隔18年後首度於例行賽4次對戰橫掃小牛。
今天賽前火箭在12月前14場比賽分別僅敗給馬刺和灰熊各一場，有望追平球隊在1996年11月寫下的單月15勝隊史紀錄，但小牛今天在巴恩斯（Harrison Barnes）帶領下，從開賽就緊咬火箭，雙方也因為激烈的肢體接觸，全場共吞下8次技術犯規。
第2節火箭在哈登的帶領下外線砲火持續加溫，一度拉出16：0的攻勢，半場打完更取得9分領先優勢，雖然小牛在下半場比數逐漸被拉開，但雙方卻是愈打火氣愈大，單節兩隊就吞下了高達5次技術犯規；其中火箭亞瑞查（Trevor Ariza）更因為向裁判質問判決，吞下個人本場比賽第二次技術犯規，遭到驅逐出場。
火箭最終仍在哈登全場34分11助攻帶領下，以16分差距擊敗小牛，本季4次對戰全勝、橫掃對手，同時也拿下單月第13勝。他們在12月的最後兩場比賽只要擊敗快艇和尼克，就將能追平隊史單月最多勝場紀錄；反觀小牛在相隔18年再度遭到火箭單季4戰橫掃後，目前以9勝23敗排名繼續在西區墊底。
