高雄拚經濟 建商大老獻策

多位建商大老14日齊聚高雄發聲強調，「平實的房價」是高雄積極對外招商引資的重要後盾，未來也將盡力維持房價穩定，但是，希望政府部門能夠縮短都審流程，提高行政效率，降低稅負，並擴大招商引資。高雄都發局長林裕益則回應指出，高雄都
送禮酒推薦市發展規劃將朝向協助引進產業為目標，並且鬆綁16項都市計畫法令作業流程，創造產業與政府雙贏的局面。
由本報舉辦的「南方崛起，創富高雄」產業論壇，其中的「港都不動產機遇與挑戰」對談，由高雄市不動產開發公會理事長張永義主持，與談人則包括高雄市政府都發局長林裕益、隆大營建董事長陳武聰、興富發集團總裁鄭欽天、京城建設總經理陳添進、以及永慶房產集團業務總經理葉凌棋等產業大老。
陳武聰表示，他考察柬埔寨和越南多次，發現高雄的房價真的很平實，柬埔寨等於高雄市苓雅區的地段，每坪售價達25萬元，可是，高雄小港區和楠梓區的房子，每坪才15萬元，代表高雄長期以來的房地產市場，都是薄利多銷的。
他以一棟15層樓的住宅產品為例指出，從買地、規劃、到銷售，需要4年才完成，「有的房子還賣不掉」，以總投報率15％計算，一年不到4％，但相對地，也創造了高雄「平實的房價」，而這樣的房地產市場對高雄的招商，絕對具有加分作用。
陳添進表示，高雄房地產市場面臨缺乏就業機會、以及人口外移的挑戰，導致高雄市住宅平均每坪單價在6都評比排名第五位，每坪只有16.50萬元，大約是台北市房價的1/4，新北市的1/2，僅高於台南市。
對於政府近年來調高房屋稅的稅基與稅率、逐年提高土地公告現值、實施房地合一稅，他認為，這些政策不僅增加建商生產成本，同時更增加土地所有權人長期「持有稅」的負擔，基於鼓勵百工百業的發展，建議政府重新檢討房屋稅、地價稅、房地合一稅，以活絡產業競爭力。至於韓國瑜市長持續爭取推動的橋頭科學園區，陳進添則希望全區1,001.79公頃整體規劃、分期分區開發。
興富發集團總裁鄭欽天表示，他自己是在高雄出生，30年前在高雄創業，一直到大約20年前，開始出走到外縣市推案，對高雄的感情還是很深。但從事房地產這麼多年來，他發現由於建築工法持續進步，現在一棟房子大概18到20個月就可以完工，但是申請建照的時間卻要15到18個月。他記得最早申請建照只要二個星期，後來變成一個月，最後越拖越長，現在幾乎和蓋房子的時間一樣久，「這就是現在的台灣」。
不過，在新的高雄市府團隊上任後，他也表示，看到有一批的人願意努力，很令人感動，他非常期待新團隊能夠致力簡化流程，讓請照時間能夠回到三個月。
永慶房產集團業務總經理葉凌棋表示，從永慶內部選前、選後的各項數據發現，在韓國瑜市長當選後，市場對於高雄房市的信心，也跟著強勢回升，這樣的信心，全面帶動住宅、工業用地和商業用地的詢問度、成交價和成交量。
但，他也呼籲，為了延續這波選後回溫的交易市況，讓房地產業成為帶動經濟發展的火車頭，「價平、量增」才是高雄房市可長可久的發展基調，建議售屋者不要因為交易量提升而趁勢漲價，而是要讓高雄人買得起、住得起，不再北漂，大家不僅能在高雄落地生根、安居樂業，同時也讓高雄再次崛起。
林裕益說，未來，高市府除了簡化都市計畫16項法令作業流程，包括都市計畫審議、都市設計審議、以及容積移轉申請案件許可等，提高行政效率之外，也盤點71公頃可立即招商開發的土地、以及159公頃完成重劃及區徵後，便可招商開發的土地，希望引進更多產業投資高雄。
桃機第3航廈工期延後 賀陳旦：2020無法完工
桃園機場客運量再創新高，去年達到4400萬人次，1、2航廈的設計容量已超飽和使用，導致尖峰時段旅客報到、通關時間增加。為了提升服務能量，去年5月開始興建桃園機場第三航廈，預定2020年完工啟用。不過交通部長賀陳旦今天坦言，第3航廈完工期預估過於樂觀，確定會延後，至於要延後多久，最慢一個月內會有答案。
根據民航局統計，桃園機場在過去10年間，旅客量增加逾2000萬人次，整體成長一倍，2016年首度突破4000萬大關，去年更達到4400萬人次。不過現有第1、第2航航廈目前僅夠容納3450萬人次，需待第3航完工後才能紓解1、2航廈的旅客。

桃機第3航廈去年5月動工，總經費高達742億元，號稱是繼十大建設後，全台單一最大公共建築，目標2020年底完工，2021年試營運，完工後可容納每年2000萬旅客人次，後續開發的衛星廊廳建設完成後，更可容納每年4500萬旅客人次。
不過，桃機進行第3航廈招標工程時，許多廠商陸續反映，第3航廈要在2020底完工恐怕有困難。因此內部正在重新檢討，將修正第3航廈完工期。
賀陳旦首度坦言，第3航廈完工期預估
本月限時刷卡優惠過於樂觀，確定第三航廈將延後完工，必須重新評估，而調整工期必須很謹慎，目前正與總顧問討論中，至於要延後多久，最慢一個月內會有答案。
據了解，有意參與投標的廠商評估，從主體工程動工到全部完工，第3航廈合理工期，大約要51個月，預估完工時間可能會延到2022年底，比目標2020年延後2年。
