The International Rugby Board (IRB) has announced a radical restructuring of its panels of Test referees.
IRB正式宣布激進式的重新改組它的國際測試賽裁判團名單
There is now just one panel of international referees with a supplementary panel of touch judges and television match officials. The panel of international referees is 21 strong.
現在只有一個國際裁判團名單附加補充巡邊員和電視裁判國際裁判團名單是21位堅強陣容
Having a separate panel of touch judges and TMOs is a brand new idea for the IRB.
另有分開的巡邊員和電視裁判(TMO)名單是IRB新構想的註冊商標
The surprise omissions from the referees' list are those of Mark Lawrence and Lyndon Bray.
裁判名單中令人驚訝除名是Mark Lawrence 和 Lyndon Bray.
Paddy O'Brien, the IRB's referee manager, said: “A key component of the meeting was a discussion on whether the existing international referee panel was the most appropriate format. Presently there are three panels – a, b and c - with all match officials for Test
matches drawn from these panels. With Rugby World Cup 2007 in France fast approaching it was felt that a move to a single 21-man international referee panel was now appropriate, supported by a separate touch judge/television match official (TMO) panel."
IRB裁判組組長Paddy O'Brien說:”這次會議主要的議題是討論是否目前存在國際裁判團名單是最適當格式.目前有三級裁判名單分a, b, c,所有國際測試賽裁判工作人員經由這三組名單草擬出來.2007法國世界杯快速接近,讓人感覺到一股變動,由單一21人組成國際裁判團名單,目前較適當,加上分開的巡邊員和電視裁判名單補充支援.”
“All referee appointments for Tests will be made from this one referee panel. As in the past the make-up of the panel has, and will be, determined by match reviews and assessment. Members of the 16-man touch/judge/TMO panel will not be precluded from movement to the international referee panel and may be appointed to referee at IRB tournaments. The next review of these panels will take place in September when the IRB Selection Committee next meets.
所有測試賽裁判指定均由這一組裁判名單裡出來.因為過去裁判團名單是由比賽回顧檢討和評估來決定,而將來也是.16位巡邊員和電視裁判將不能排除變動到國際裁判名單,也可以被指派為裁判在IRB主辦的比賽.這些名單下次檢討校閱將在
9月舉行,在IRB選拔委員會下次會議召開時.
“The Selection Committee also discussed the current system involving reports on match officials from international team coaches. The Panel believes the reports are of great value to the assessment process but expressed disappointment at the low rate of return of these reports. The IRB will be proactive in encouraging coaches to provide referee reports in all forthcoming Tests."
選拔委員會也討論目前制度,包括參與國際測試賽隊伍的教練對比賽裁判工作人員的報告.裁判團相信這些報告對評估程序有很大的價值,但是表示失望教練對裁判評估報告回收比率偏低.IRB將主動鼓勵教練們提出對裁判報告在未來所有國際測試賽.
The change came as a result of meetings at the IRB's Under-19 World Championship in Dubai recently.
這項變化來自最近在杜拜舉辦IRB世界青年錦標賽會議所得出的結論.
