China adamant on keeping Taiwan out of WHO
BEIJING, May 16 (Reuters) - China has protested against the
passage of a bill by the U.S. Congress supporting Taiwan's bid
to participate at the week-long World Health Assembly (WHA)
summit in Geneva next week as an observer.
"Taiwan, as a province of China, is ineligible to
participate in the World Health Organisation, an organisation
open only to sovereign countries, nor is it eligible to attend
the WHA as an observer," the official China Daily quoted
Foreign Ministry spokeswoman Zhang Qiyue on Friday as saying.
The U.S. House of Representatives cleared the bill for the
White House on Wednesday without objection, said the Library of
Congress Web site at thomas.loc.gov. It was passed by the
Senate on May 1.
Beijing considers the self-governed island of 23 million
people a renegade province and has vowed to reunite it with the
mainland, by force if necessary.
The deputy director of Taiwan's Centre for Disease Control
Hsu-Mei Hsu said on Thursday support from the WHO and Taiwan's
participation could help save lives in the fight against Severe
Acute Respiratory Syndrome (SARS).
But Zhang said Taiwan, with 264 cases and 34 deaths from
SARS, was playing "political tricks" to take advantage of the
outbreak of the flu-like disease to create "two Chinas" or "one
China, one Taiwan", the China Daily said.
Taiwan was ousted from the United Nations in 1971 and
replaced by China. It lost its WHO membership the following
year.
Nevertheless, it is hoping to be granted observer status at
the WHO's annual general meeting in Geneva on May 19.
The WHO has refused similar bids by Taiwan for the past six
years, but the global outbreak of SARS, including a growing
number of cases on Taiwan, has fuelled hopes the island will be
included this year.

根據今日路透社報導，因美國國會支持我申請WHA之觀察員資格，因而中國大陸對美國會提出抗議。近來，不僅美國立法部門表達支持我加入WHO，連一向敏感的行政部門(美國國務院)也暗示出台灣有參與WHO之必要。
此外，日本官員日前也公開表達相同意見。我國七友邦也向WHA提出讓我參與WHO之提案，然而上文中顯示出中國大陸仍執迷不悟，不僅又在老調重談什麼台灣是中國固有之省份，世界衛生組織僅對主權國家開放，因此連世界衛生組織大會之觀察員台灣亦無參與資格....等等，只有中國大陸一貫的片面之詞。中國大陸外交部發言人章啟月居然將目前34名死亡，264名病例視為台灣的政治詭計以順利在WHO創造兩個中國或一中一台的局面.....。這番話只是再度顯示出長久以來自喩氣度廣大的泱泱大國，僅是謊言一樁。
對抗SARS是所有世界公民的責任與義務，而當前的台灣需要國際組織的種種協助。國際社會必須齊心協力才能消滅這危險的病毒，而不是以小人之心度君子之腹。回想起日前兩岸舉行首次的聯合抗疫會議會中專家學者都為防治SARS竭盡所能，而反觀中國政府卻扯我國後腿不讓我國獲得國際的相關協助，可見得中國並無做好SARS防治工作的意願或者可顯示出中國政府可為政治犧牲一切。
