背景:是英國當局針對留學生而做的英語能力檢定考試測驗，自1990年開始改稱IELTS(THE INTERNATIONAL ENGLISH LANGUAGE TESTING SYSTEM) IELTS測驗是由駐各國之英國領事(BRITISH COUNCIL)，劍橋大學測驗中心 (UCLES)以及IDPEDUCATION AUSTRALIA 澳洲教育國際發展局(IDP)共同舉辦而由UCLES統籌管理，在台灣則由IDP EDUCATION AUSTRALIA TAIWAN負責舉辦考試﹒
興趣: 幫助國外學府或相關單位評估考者是否有足夠的英文能力學習課程或適應生活尤其是欲前往"美，加"之外的學區留學或移民者，如英國，澳洲，紐西蘭‥等國家
特色:廣泛被各國接受目前在全世界105個國家,186個測驗中心定期舉辦考試，當然，包括台灣.測驗效果比托福更俱公信力，因考試內容涵括"聽，讀，說，寫"四領域，考試內容較實際且生活化.每月2次(有時會加開次數)考試分A組與G組，選擇性.寬容性高.

9= Expert user. Has fully operational command of the language；appropriate，accurate and fluent with complete understanding
極佳使用者，能將英語運用自如；適切，精確，流利並能完全理解 .

8= Very good user. Has fully operational command of the language；with only occasional unsystematic inaccuracies and
inappropriacies .Misunderstandings may occur in unfamiliar situations Handles complex detailed argumentation well .
非常良好使用者，能將英語運用自如，只是偶爾有不連接的錯誤和不適切處，
在不熟悉的狀況下可能出現誤解，可將複雜細部的爭論掌握的相當好

7= Good user . Has operational command of the language though with occasional inaccuracies
inappropracies and misunderstandings in some situations . Generally handles
complex language well and understands detailed reasoning .
良好使用者，有能力運用英語，雖然在某些情況下有時會發生不精確，
不適當和誤解.大致可將複雜的英語掌握的不錯，亦理解詳細原委.
6= Competent user. Has generally effective command of the language despite some inaccuracies，and
misunderstandings . Can use and understand fairly complex language，particularly
in familiar situations .
好使用者，大致能有效地運用英語，雖然有不精確、不適當和誤解發生，
能使用並理解相當複雜的英語，特別是在熟悉的情況下.
5= Modest user . Has partial command of the language，coping with overall meaning in most
situtions though is likely to make many mistakes .Should be able to handle
basic communication in own field .
適度使用者，可部份運用英語，在大多數情況下可應付全盤的定義， 雖然可能犯下許多錯誤，
在本身領域內應可掌握基本的溝通.
4= Limited user . Basic competence is limited to familiar situations . Has frequent problems in understanding and expression . Is not able to use complex language .
有限使用者，只限在熟悉的狀況下有基本的理解力，在理解與表達上常發生問題，無法使用複雜英語 .
3= Extremely limited user . Conveys and understands only general meaning in very familiar situations .

2= Intermittent user . No real communication is possible except for the most basic information using isolated words or short formulas in familiar situations and to meet immediate needs .
Has great difficulty understanding spoken and written English .
偶爾使用者，除非在熟悉的狀況下，使用單字或簡短的片語傳答最基本的訊息
，以迎合溝通的需要，否則不可能有真正的溝通，在英文的說寫方面有重大的障礙 .
1= Non user . Essentially has ability to use the language beyond possibly a few isolated words .
不能使用者，本質上無法使用英語，可能可說幾個單字，經常會溝通不良.
