南韓終與美簽協定 付更多錢留住美軍
在美國總統川普(Donald Trump)要求支付更多金額之下，南韓和美國官員今天(10日)草簽第十份防衛分攤協定，以留住派駐南韓的美軍。
這項新協定還必須獲得南韓國會的同意，而協定的金額已經從2018年的9,600億韓元(相當於8億6千萬美元)，增加為1兆零300億韓元(相當於9億2,350萬美元)，成長了8.2%。這也是南韓首度為分攤美軍派駐南韓支付超過1兆韓元的費用。
這項草簽儀式今天下午在首爾外交部大樓舉行，由南韓外交部韓美防衛費分擔談判代表張元三，以及美方談判代表貝茲(Timothy Betts)在協定上簽字。
南韓外交部長官康京和(Kang Kyung-wha)表示，這是一個很漫長的過程，但終究是一個成功的過程。
然而，跟過去不同的是，這份協定的有效期限不再是5年，而改為1年，將迫使雙方在幾個月內重新議價。
貝茲在代表美國簽署協定之前曾向康京和表示，這筆錢雖小，卻在南韓支持聯盟方面扮演了重要的角色。
貝茲表示，「美國政府瞭解，南韓為我們的聯盟、為這個區域的
特賣熱銷商品和平與穩定，作了很多。」
在川普一再要求，南韓在「貢獻」方面要大幅增加之後，美韓間從去年3月以來，已經在這方面進行了10回合會談，終於達成突破。
南韓官員曾經表示，他們試圖將這筆負擔限制在1兆韓元以下，並讓這項協定的有限期限達到3年。
南韓執政黨1位資深國會議員上個月表示，美韓之間的談判已經陷入僵局，因為美國「突然、令人無法接受的」要求南韓，每年要支付1兆4千億韓元。
但在川普和北韓領導人金正恩(Kim Jong Un)即將在這個月底舉行川金二會的情形下，雙方都做出了讓步。韓方接受協定有效期設為1年的美方要求，美方則接受韓方提出的分擔額不超過10億美元的要求。
根據報導，防衛費分攤金是指南韓為美軍分擔的駐軍費用，用於支付駐韓美軍基地內韓籍雇員工資、各種美軍基地建設費用、軍需後勤費用等。韓美自1991年起共簽署9份防衛費分擔協定，第九份協定已於2018年12月31日到期。

紐約最富有夫婦 4000萬現金購豪宅
紐約市最富有的夫婦大衛和茱莉亞．柯克(David and Julia Koch)一時興起，以4000萬元現金買了紐約上東區豪宅。他們在今夏稍早參觀了這棟占地1萬5000平方英尺的大房子，內部有漂亮裝潢，地點在曼哈頓東城76街，兩人相當喜歡，於是就直接用現金將它買下。

柯克夫婦用4000萬元所買的新房，位在曼哈頓最有價值的上東城，公園大道旁，隔兩條街就是中央公園。他們說：「一見到這棟房就愛上了，必須擁有它。」在某些層級的圈子裡，用4000萬元買進這棟豪宅，其實可說是筆好交易，因為該房上市定價原為5100萬元。這棟房有七層樓、八個房間、十間衛浴、四個洗手間，以及一個廚房和一個健身房。
豪宅一樓是大理石入口，有寬敞大樓梯，廚房及家庭活動區。後牆由玻璃製成，可直接看見後院花園。主臥室比大部分紐約公寓還大，面積為1500平方英尺，擁有獨立起居室、壁爐和雙人浴室。房屋還有一個分開的服務人員入口、一間保安室及一個員工套房，還有一個屋頂陽台。
這棟房子的賣方是地產大亨切崔特（Joseph Chetrit），他於2007年以2600萬元買進街上一整排六棟19世紀房屋，此為其中之一，並將它們改建成三棟為原先兩倍大的寬敞豪宅，改造內部設計但保持外觀完整。柯克夫婦所買的豪宅，是三棟中最大的一棟。
即使買進價格低於要價，柯克夫婦購進這棟豪宅，仍是今年紐約房市迄今最有價值的交易。賣方切崔特在這條街上仍有兩棟房，一棟在市場上售價3900萬元，另一棟則尚未上市。
