世界各地笔会等22团体就刘晓波、谭作人被重判发表联合声明

(独立中文笔会2010年2月11日讯)独立中文笔会等世界各地笔会、香港记者协会、北京之春杂志社、香港市民支援爱国民主运动联合会等各界团体及国际笔会负责人等今天发表联合声明,强烈抗议和谴责中国当局无视世界潮流和正义舆论的一意孤行,先后重判独立中文笔会荣誉会长刘晓波博士和荣誉会员谭作人十一年和五年徒刑,指出这“标志着中国当代文字狱已进入‘改革开放的春天’三十年来最黑暗寒冷的严冬”,呼吁国内外各界继续敦促中国有关当局认清潮流,立即无条件释放刘晓波、谭作人等所有因言获罪的良心犯。

联署这个声明的还有国际笔会副会长利多姆-阿克曼女士,秘书长舒尔金先生、狱中作家委员会前主席克拉克女士和现主席弗雷泽女士、前东德出生的以色列作家哈伊姆·诺尔先生等著名作家。

声明全文如下:

今天,中国农历新年前三天,北京市高级人民法院维持一审对参与起草和签署《零八宪章》的著名作家刘晓波博士的定罪和判刑,我们在此强烈抗议和谴责这种无视世界潮流和正义舆论的一意孤行。

去年12月25日圣诞节,北京市第一中级人民法院以“煽动颠覆国家政权罪”,针对刘晓波参与起草《零八宪章》和前几年发表的六篇文章中的只言片语,判处他11年重刑,开创了1997年《刑法》列入此罪以来的最高判刑记录,标志着中国当代文字狱已进入“改革开放的春天”三十年来最黑暗寒冷的严冬。两天前,四川省成都市中级人民法院以相同罪名判处维权人士谭作人五年徒刑,针对的只是一篇“六四广场日记”长文,单篇刑期甚至超过刘晓波案,也开创了一项最高纪录,标志着严冬仍在持续,中国言论自由的状况仍在恶化。

然而,我们坚信,世界潮流不可阻挡,正义舆论不容忽视。既然冬天已经到了,春天还会远吗?黑暗尽头必有光明。

捷克前总统哈维尔先生、斯洛伐克前总理祖林达先生、美国笔会会长阿皮亚教授、诺贝尔奖得主图图主教、达赖喇嘛、缪勒女士等世界各国越来越多政界领袖、国会议员、学者教授、作家、人权活动家等著名人士公布提名和支援刘晓波争取诺贝尔和平奖,具有提名资格者已经超过一百多人,其他回应者更数以万计,正标志着这最黑暗寒冷的严冬里不可阻挡的暖流和光明。

为此,我们呼吁国内外各界继续敦促中国有关当局认清潮流,遵守中国早已签署的联合国《政治权利和公民权利国际公约》,立即无条件释放刘晓波、谭作人等所有因言获罪的良心犯。

A Joint Statement on the Sentence of Liu Xiaobo and Tan Zuoren


Today, three days before the Chinese Lunar New Year, the Beijing Municipal High People’s Court upholds the first instance sentence against the appeal by Dr. Liu Xiaobo, one of the drafters of the Charter 08. We, the undersigned, strongly protest against and condemn such a perversive act defying world trends and opinions.


On Christmas Day last year, the Beijing Municipal Number One Intermediate People’s Court severely sentenced Dr. Liu to eleven years imprisonment on the charge of "inciting subversion of state power" for a few sentences in the Charter 08 that he participated in drafting, and a few sentences in six articles he wrote several years ago. This has made a record of maximum penalty for this offence since its inclusion in the Criminal Code in 1997, which marks the beginning of the darkest and coldest winter of China’s contemporary literary inquisition in the last 30 years since the "spring of reform and opening-up". Two days ago, the Chengdu Municipal Intermediate People’s Court in Sichuan Province, sentenced Tan Zuoren, an environmentalist, to five years imprisonment on the same charge just for a long memo based on his dairy on June Fourth Event in 1989, setting up a new record of even severer sentencing per piece of publication than that of Liu’s case. This indicates that the situation of freedom of expression in China continues to deteriorate as the winter continues to become colder and darker.


However, we firmly believe that the world trends are irresistible and that the public opinions cannot be ignored for long. When winter has come, can spring be far behind? Light is there at the end of darkness.


The former President of Czech Republic Mr. Vaclav Havel, the former Prime Minister Mr. Mikulas Dzurinda of Slovakia, The President of PEN American Centre Prof. Kwame Anthony Appiah, Nobel Prize laureates Archbishop Desmond Tutu, the Dalai Lama and Ms. Herta Müller, and more and more statesmen, legislators, academics, professors, writers, human rights activists and other celebrities have announced their nomination of and support to Dr. Liu Xiao for the Nobel Peace Prize, which has got tens of thousands of the respondents, representing marks the irresistible warmth and bright in this darkest and coldest winter.


Therefore, we call on the international community to continue urging the Chinese authorities to recognize world trends, comply with the International Covenant on Civil and Political Rights to which China is a signatory, and immediately and unconditionally release Liu Xiaobo, Tan Zuoren and all others imprisoned for their opinions of conscience.
