「車＋酒」救花蓮觀光 業者嘆申請耗時
【台灣醒報記者楊蕓台北報導】為搶救花蓮震後觀光，政府推出觀光專車及補助方案，但「補助只是小額貼補，且申請流程複雜、耗時，晚一步可能還會沒錢可拿。」翰品酒店總經理唐玉書4日受訪時說，政府補助申請嚴格，也懷疑「多少人會為了補助，平日請假來花蓮玩？」花蓮國際民宿協會常務理事蔡秋香受訪時也坦言，目前花蓮民宿與飯店的住房率相比去年同期只剩約不到2成，「未來還是要靠媒體、社群力量，才能讓觀光客真正回流。」
搶救震後花蓮低迷觀光，台鐵自3月1日起至6月29日止，每日加開一班往返台北到花蓮的普悠瑪團體列車，每列次提供375個座位，採「車＋酒」訂票方式，不受一般訂車票的時間及人數限制，民眾只要訂房，即可由旅宿業者代訂車票，希望能以此為誘因，挽回流失的旅客。
個人旅遊部分，觀光局則推出遊客3人以上同行、住宿花蓮3天2夜以上，每人補助住宿費最高500元的「三三五五」方案；為了鼓勵旅行社組團，只要是20人成行的團體旅遊，每人每日補助住宿費500元，若3天2夜就是1000元，另也補助火車、租遊覽車費用2分之1，每團補助最高上限為3萬元。
此外，由金軒閣旅行社串連多家旅宿業者推出「一人一宿愛花蓮」活動，民眾搭飛機或鐵路交通前往花蓮，搭配民宿或五星級飯店一晚只要1800元起。金軒閣旅行社副總經理郭博惠表示，此方案預計提供1萬名名額，目前已有上千人詢問、報名，反應熱絡。
然而，1日觀光列車首發團只載了48人抵花，顯然花蓮觀光回溫情形卻不如預期的好。花蓮國際民宿協會常務理事蔡秋香、翰品酒店總經理唐玉書受訪時都認為，這是由於各方案都是最近一個月才倉促形成，宣傳時間太少，加上民眾對地震仍抱持不安全感導致。
蔡秋香表示，通常年假過後就進入花蓮的旅遊淡季，最快要等到4月份春假才會出現下一波觀光人潮，後續接著有5月份端午假期，7、8月的暑假，屆時大家應該也已經慢慢忘記地震，觀光人潮才會回溫；唐玉書則補充，1日報名人數只有48人，主要是因為遇到平日，但六、日的載客率就高許多。
「花蓮觀光業進入冰河期，已連帶影響到業者經營。」蔡秋香觀察，目前花蓮民宿與飯店的住房率相比去年同期只剩約「不到2成」，住房率完全是0的更大有人在，她無奈的說，「不少飯店餐廳開始實施『做一休一』，讓人力盡量精簡，畢竟沒有人訂房等於沒有收入，也有不少業者打算離開花蓮到別的縣市經營。」
「政府提供補助只是小額貼補，」蔡秋香坦言，像補助申請流程是由民眾下訂行程，業者先幫客人折抵費用，各家業者透過協會平台，最後統一由協會端向政府申請核銷經費，不僅過程複雜、耗時，讓業者感到不少困擾外，且政府的補助經費用完就沒了，晚申請的不一定有錢可拿。
「雖肯定政府美意，但成效多少許多業者仍存保留態度。」唐玉書舉例，像是觀光局推出的「三三五五」專案，申請限制嚴格，必要條件包括3人以上同行，且住宿3天2夜等，「但有多少人會為了補助，平日請假來花蓮玩？」此外，即使達成補助條件，政府提供的金額也有限，如旅行社上限1千萬，每家上限出5團，業者不清楚補助款何時用完，目前仍採觀望態度。
唐玉書建議，觀光局可在網路上公告補助款還剩多少，讓民眾、業者自己評估要不要申請，否則可能出現業者先墊款，到時卻申請不到的窘境；而在住宿費補助500元部分，觀光局也規定每人只能使用一次，但採「自由心證」又沒有查證機制下，難保民眾重複申請。
