彰化外海風場20餘條纜線上岸 業者拚「海岸審議」過關、年底簽約

離年底工作日僅剩14天，上緯海能風場、達德允能風場已經搶先在11日、12日與台電簽完的購售電合約（PPA），以今年較高的躉購費率售電20年。其它業者仍卡在《海岸管理法》審查。繼上週（7）日沃旭進行內政部海岸管理審議會（海審會）小組審查後，今（14）日海龍、哥本哈根基礎建設基金（CPI）、中鋼三家公司共五座風場也進入審查，這五座風場都在彰化外海，纜線預計走彰濱工業區上岸，共同目標是拚21日通過審查大會，年底前簽約。
政府收購再生能源的費率（躉購）年年降，日前經濟部預告將明年離岸風從每度5.8元大降到5.1元，業者更著急著今年簽約。但是否通過漁業署「漁業補償協商」、內政部「海岸管理法」審核、與工業局「產業關聯執行方案」（國產化）審查三道關卡才是關鍵。
海纜不交錯 委員希望施工整合 減少干擾
根據《海岸管理法》，離岸風機的審查主要在近岸海域（30公尺等深線或三浬），彰化風場審查僅中鋼的中能風場有部分位在近岸，須提出風機配置、是否影響公共通行等資料，其餘風場離岸較遠，重點均在海纜。
由於彰化外海風場多，為避免廠商各自規劃海纜路線衝擊生態，經濟部2017年核定彰化南、北二個海纜的「共同廊道」。業者9月送審的海纜規劃都在北廊道，卻出現互相交錯，甚至跨到風場的情況。10月海審會確認「海纜不交錯」原則，能源局與業者趕緊重新規劃，導致審查延至12月，變成業者能否取得今年躉購費率的主要關卡。
今海審會審查的海龍2、海龍3兩處風場共4線纜線，1座海上變電站； CIP的彰芳、西島兩處風場則提出二個方案，一是7條海纜，二是1座海上變電站加5條海纜；中鋼共4條海纜。加上沃旭等公司，上岸纜線近24條（部分預留）。
審查委員希望業者能提出整合的纜線詳細配置圖，不過，最新整合圖資14日能源局才會寄出。委員也很關心纜線的施工時程安排，希望業者互相協調，避免長期施工干擾環境。但彰化縣政府也提出，希望施工時有適度喘息時間，讓中華白海豚有機會通過。
今天並沒有審查結論，跟上週審查一樣，業者要先針對審查結論提出說明，等小組委員核可才能進到大會，否則再召開一次小組會議，要趕28日前簽約的可能性就更低了。
卡三關 : 漁業解套、在地化審查還有二家，海審成關鍵
先取得電業籌設許可才能簽購售電合約，而電業籌設許可的三要件是海岸管理審查、漁業補償、跟在地化審查。由於漁業署已發給業者「有條件同意函」，能源局也承諾把關，確保漁會同意才會發出開工許可，因此漁業部分暫時解套。
至於在地化審查是針對2021至2025年完工併聯取得躉購資格的業者，他們必須配合產業發展在台灣採購（國產化），但審查時程因併聯時間而異[註]。CIP與沃旭能源須在今年完成產業關聯審查；中鋼、海龍則明年11月前完成即可，換句話說，這兩家只剩海審會一道關卡。
CIP台灣區計畫總監許乃文表示，CIP已經簽了60張本土合約，金額逼近新台幣200億，對通過本土化審查很有信心。
海龍風電是由北陸電力與玉山能源合資成立，玉山能源董事長兼執行長陳聰華表示，取得今年較高的費率很重要，不然，2019年的費率也不能太低，否則將影響海龍競標取得的744MW風場。
※註：2021年併網發電的開發商應在今年11月15日之前提交「產業關聯執行方案」；2023、2024年併網的廠商，則在明年11月15日之前提交。
