高爾夫》女子高壇上周無戰事，澳洲本周開火
【羅開新聞中心Thomas綜合報導】女子高壇本周行程表繼續輪空，意味著當今世界球后Ariya Jutanugarn（艾莉雅?茱塔努岡）的平均積分再度往下探底，從6.88分降到6.75分。LPGA這週將於ISPS Handa Vic Open（維多利亞公開賽）點燃戰火。茱塔努岡並未參加這場男、女子選手同場競技的賽事，積分有可能再創新低分。
茱塔努岡預計將於二月二十一日家鄉出戰Honda LPGA Thailand（泰國女子賽）。
女子世界排名進入史上最弱勢的時期，茱塔努岡的平均積分創新低，不過依舊保有領先韓國選手朴城炫（Sung Hyun Park）0.64分，再來是另一位韓國選手柳簫然（So Yeon Ryu）的5.66分。
世界排名前十唯一的變動在排名第六跟第七的互調位置。日本女將畑岡奈紗（Nasa Hataoka）以平均積分4.92分，0.01分之微，取代韓裔澳洲籍的李旻智（Minjee Lee），攀升到世界第六人。
台灣女將以旅日的盧曉晴排名最佳，平均積分1.73分，世界排名五十二位。旅美好手徐薇淩以1.50分，排名六十八。姚宣榆暫居一百零二名，陳宇茹以0.63分，排名一百六十一位。錢珮芸一百七十六名。
世界幾個主要的女子巡迴賽都已經開季，不過都是零星點火。至於規模最完整的日巡賽，將在三月七日開幕，全年共進行三十九場比賽，比美國多出七場。本周在澳洲登場的維多利亞公開賽，台灣女將有盧曉晴、錢珮芸、蔡佩穎在出賽名單上。
蔡佩穎是透過澳洲舉辦的資格賽，以狀元身分取得本周維多利亞跟接下來的ISPS Handa Women's Australian Open（澳洲公開賽）兩場比賽的出戰資格，兩場比賽都是女子美巡的比賽。
賴清德拍板 108年度總預算首破兩兆
行政院長賴清德今（16）日拍板明年度總預算案，他指出，由於近兩年國內經濟動能帶動稅收成長，得以支撐國家預算擴張量能，且由於外在環境有不確定因素，需強化內需，確保經濟成長動能，因此108年度總預算案，歲出規模首次突破兩兆元。預算案將於8月底前送請立法院審議。
賴清德親自出席院會記者會報告預算案，他強調，明年度的總預算案嚴審財政紀律，歲入共編列1兆9770億元，較上年度約增3%；歲出共編列2兆220億元，較上年度約增2.8%，擴增幅度未超過歲入成長率，且歲入歲出差短縮減27億元，債務還本亦增加43億元。
賴清德表示，為妥適配置資源，籌編過程是本「目標導向、實質檢討」及「先減法、後加法」原則，依循「安居樂業」、「生生不息」、「均衡台灣」三大施政主軸，將預算用於擴大公共建設投資、創新帶動產業升級、提升國防戰力、減輕家庭育兒負擔、營造優質教育環境、平衡縣市發展等六大施政重點。他說，明年度所增編的每一筆預算，對國家實質發展，都有相當重要的意涵。
另外，賴清德也指出，軍公教年金改革所節省的經費，不僅將悉數挹注退撫基金，也將自民國109年開始，分十年編列1000億元持續挹注，以確保年金改革制度永續發展，讓未來軍公教同仁可以領取到退休金。
主計處資料顯示，明年度總預算案，各項支出以社會福利支出居冠，金額4922億占24.3%，接下來依次為教育科學文化支出的4228億（20.9%）、國防支出3295億（16.3%）、經濟發展支出2482億（12.3%）。
前瞻基礎建設部分，108年度及109年度分別編列1053億及1222億元，歲出共2275億元，包括軌道建設422億、水環境建設593億、綠能建設122億、數位建設278億、城鄉建設731億、因應少子化友善育兒空間建設23億、食品安全建設6億、人才培育促進就業建設100億元。財源籌措全數以舉借債務支應。
