作者按：以上電報內文註解：「介兄」是指「蔣介石」。「羅」是指「美國總統羅斯福」。「邱」是指「英國首相邱吉爾」。「妹」是「蔣宋美齡」的自稱。「旅順、大連」原屬「中國」，此時雖被日本佔領，戰後蔣介石依然有權力分配，而蔣介石在此時提出，目的是在於混淆視聽的煙霧彈，掩飾意圖瓜分臺灣的罪行。當時「臺灣」尚是「日本」殖民地，蔣介石根本無權置喙，就因「大西洋憲章」和「聯合國宣言」，皆是羅斯福主導，並且他又是盟軍統帥；蔣介石貪婪之心一起，當然就找他商討在戰後共同瓜分臺灣之事。
以上「似有脫漏」是在騙人用的，對照蔣介石日記即知，那正是中國蔣介石提出建議，美國羅斯福同意瓜分臺灣的關鍵句，用「似有脫漏」代替「同意瓜分臺灣」；其騙人的目的就是在掩飾中國與美國的罪行，並避免刺激臺灣人民的煙霧彈，恰似「此地無銀三百兩」。
緊接著：「並謂俟中國準備完妥之後，美即可退出。」如果羅斯福不同意，會有此句話嗎？尤其對照戰後一九四五年九月二日後的中國與美國軍隊的調動情形，完全吻合這一句話：「俟中國準備完妥之後，派陳儀帶軍隊抵臺灣，美軍立即退出臺灣。」完全相符。

※最重要的證據是：蔣宋美齡“第一次醫病名義”訪美〈1942/11/26星期四晨抵美→1943/7/4午後抵重慶〉共有59封電報是由：蔣介石與蔣宋美齡所“具名拍發”，故其之真實性不容置疑。
