A Letter to All Respected Leaders of The Countries Around The World


October 21,2013// December 8, 2008


Dear Leaders:

May I extend my warmest good wishes to the chiefs of government and heads of state around the world, and wish allcountries around the world peace and prosperity.


This letter is to make three appeals as follows:


1. An appeal to the President of the United States to perform and execute the following treaty: the San Francisco Peace Treaty (hereinafter referred to as the Treaty) signed on September 8, 1951 at a convention held inSanFrancisco of the United States during the period of September 4-8, 1951. The Treaty went into effect on April 28, 1952 and was ratified by 48states (see the text of the Treaty appended to the book for more details). Article 6, Paragraph (a) of the Treaty expressly provides that all occupation forces of the Allied Powers shall be withdrawn from Japan (including Taiwan, Japan of course) as soon as possible after the coming into force of the present

Treaty, and in any case not later than 90 days thereafter.


How come have Generalissimo Chiang Kai-shek’s Chinese troops refused to withdraw from Taiwan for 60 years in

violation of the San Francisco Peace Treaty, since the day

when Chiang Kai-shek’s Chinese troops accepted Japanese troops’ surrender and handover of ammunition in Taiwan and the Pescadores on behalf of the Allied Powers pursuant to the “Order No. 1” promulgated by the United States on September


2, 1945? Chiang Kai-shek’s Chinese troops’ default on the San Francisco Peace Treaty is accountable for Taiwan’s abnormal development, and in consequence Taiwan is the only country on earth that is an “abnormal country” deficient in nationhood.


That is also the reason why the Taiwanese people were massacred and looted by Chiang Kai-shek’s Chinese troops in1947 – the year the Massacre claimed a lot of lives among the Taiwanese people.


Hence, we appeal to all the signatories to the Treaty, righteous countries and governments, and their political leaders to urge the United States government to ask Generalissimo Chiang Kai-shek’s Chinese troops to withdraw from Taiwan and the Pescadores immediately lest the Chinese troops will continue to cause turmoil in Taiwan.


More badly, the People’s Republic of China blatantly tells the fallacious lie that “Taiwan is an inalienable part of China, and the Taiwanese people are Chinese immigrants”. The Chinese people tell lies shamelessly.


A wrong can be righted by the wrongdoer only. On October 16, 1945 the United States navy frigate 226 sent the first batch of Generalissimo Chiang Kai-shek’s Chinese troops and officials to Port Keelung for their first landing in Taiwan. Bythe same token, the United States government should send the residual Chinese troops away from Taiwan, using American navy frigates.

2. Before carrying out the aforesaid operations, the United States government should allow Taiwan to become an independent sovereign nation, in the same way as Cuba (both Taiwan and Cuba were victims of undetermined cessions) was allowed to be so, pursuant to the Treaty of Paris that was signed on December 10, 1898 and went into force on April 11, 1899, as a result of the Spanish-American War which broke out on April 22, 1898. The Taiwanese people will guarantee that an independent Taiwan thus created will be a free, democratic nation.


3. If the United States government is still in doubt about the appeal, we shall, under the name of the provisional civilian government of the Democratic Republic of Taiwan, enter into an amicable treaty with the United States government to ensure the long-lasting friendship between the two nations.


4. If the United States rejects the appeal again, we shall make public the evidence of the conspiracy jointly contemplated by the United States President Franklin D. Roosevelt and China’s Chiang Kai-shek during the Second World War to divvy up Taiwan, then a Japanese colony, after the end of the Second World War.


Evidence, Grounds, and Description


(1) In the past, Taiwan did not publish its own history textbooks but allowed the Chinese people to lie about the history of Taiwan. Now, we discover the truth and hereby rebuke the Chinese people for telling lies. Please peruse my book

Taiwanese History. In the book, it is proved that, starting from the Dutch occupation of Taiwan in 1624, for more

than four centuries the ancestors of the Taiwanese people have never been Chinese, and Taiwan has never been part of China.


(2) How come did the United States President Harry S. Truman allow Generalissimo Chiang Kai-shek’s Chinese troops to accept Japanese troops’ surrender and handover of ammunition in Taiwan and the Pescadores at the end of the Second World War? The fact is that, during the Second World War, or to be specific, on June 24, 1943, China’s Chiang Kai-shek dispatched his wife Soong Mei-ling to pay a secret visit to the White House (under the pretext of her farewell) to persuade the United States President Franklin D. Roosevelt into agreeing that the United States and China should divvy up Taiwan at the end of the Second World War, and Franklin D. Roosevelt agreed. On the following day, that is, June 25, 1943 dispatched a telegram to Chiang Kaishek to let him know the good news (evidence: see Chiang’s Journal on the date of June 25, 1943; and Chin, Hsiaoyi,Preliminary Compilation of Important Data about the History of the Republic of China). In other words, the United States President Franklin D. Roosevelt not only betrayed Taiwan but also betrayed the American’s military interests to give way to China.


As a result, Taiwan and the Pescadores,an intermediate integral constituent of the second island arc

(composed of Japan, Okinawa, Taiwan and the Pescadores, and the Philippines) of the American military defense in the

Northern Pacific Ocean, was missing.


(3) Political Leaders around the world should note the following historical events and evidence.


A. The Atlantic Charter, concluded on August 14, 1941 andsigned and promulgated by the United States President

Franklin D. Roosevelt and the British Prime Minister Winston Churchill, carries a pledge that, upon termination

of the Second World War, colonies shall get independent and establish their own governments.


B. The Declaration of the United Nations was signed on January 1, 1942 by 26 countries, including the Republic

of China, the United States, the Soviet Union, the United Kingdom, and France, and as one of its objectives, to

ratify the Atlantic Charter retrospectively.


The Atlantic Charter and the Declaration of the United Nations became Article 76 of the Charter of the United

Nations. Unexpectedly, the United States President Franklin D. Roosevelt and China colluded on June

24, 1943 to divvy up Taiwan in violation of the spirit embodied in the Atlantic Charter and the Declaration of

the United Nations. Damn Franklin D. Roosevelt.


C. At Yalta Conference held on February 11, 1945, Roosevelt,

Churchill, and Stalin entered into an agreement which stipulates: territories separated from an enemy nation shall

be mandated by the United Nations. The agreement was ratified by the United Nations retrospectively and was

incorporated into Article 77 of the Charter of the United Nations.

D. The former United States President Franklin D. Roosevelt who betrayed Taiwan (and betrayed his soul, personality and nation as well) died of a stroke on April 12, 1945 for the prompt retribution he deserved.

E. In October 1949, the U.S. Department of State released the White Paper on China to declare that the United States was to give up Taiwan and allow Taiwan to wax and wane on its own.


F. On June 27, 1950 the United States President Harry S. Truman released the declaration of neutralization on

Taiwan.


G. The People’s Republic of China was dissatisfied with the above-mentioned and therefore put forth a bill known as “Invasion into Taiwan, China by the United States” and dispatched a nine-member delegation (including the head Wu Xiuquan, Consultant Qiao Guanhua, and members Gao Pusheng, An Dong, Chen Qiao, Pu Shan, Zhou

Xian, Sun Biao, and Wang Naijing) to the United Nations Security Council where the Chinese delegation presented

the so-called “plenty of exhibits”. Upon deliberation, the United Nations Security Council formally rejected

on November 30, 1950 the bill whereby the People’s Republic of China appealed to the United Nations to ask

the American troops to withdraw from Korea and Taiwan (see an article “A Trip to the United Nations 40 Years

Ago” published by Wu Xiuquan in People’s Daily on June 28, 1990). This confirms the undetermined status

of Taiwan, proves that Taiwan is not part of China, and further verifies that Generalissimo Chiang Kai-shek’s

Chinese troops stationed in Taiwan are cultivated andcontrolled by the American troops.


H. The San Francisco Peace Treaty (hereinafter referred to as the Treaty) entered into by and between the Allied Powers and Japan on September 8, 1951 at a convention held in San Francisco of the United States. Although Japan agreed to cede Taiwan under the Treaty, the Treaty does not specify which country Japan shall cede Taiwan to. Hence, the cession is known as undetermined cession in international law. The situation has a counterpart: Spain surrendered Cuba and left Cuba’s status undetermined pursuant to the Treaty of Paris signed in 1899 after

termination of the Spanish-American War. Hence, Taiwan should gain independence for the reasons stated in the

above paragraphs A, B and C.


I. Before the conclusion of the Sino-Japan Peace Treaty on September 17, 1951, Karl L. Ranking, the American

ambassador to the Republic of China and Ye Gongchao, the Foreign Minister of the Republic of China held a

meeting at the Headquarters of the Ministry of Foreign Affairs in Taipei about the text of the Sino-Japan Peace

Treaty. During the meeting, Karl L. Ranking told Ye Gongchao: the U.S. Department of State instructs me to

tell you the Republic of China should, when drafting the Treaty, avoid using any term that might otherwise imply

that Taiwan will become part of China’s territory from a legal point of view under the Treaty to be concluded;

the point is of vital importance to the United Nations’ interests, and thus it not only applies to any bilateral

treaties concluded prior to the day a multilateral treaty comes into force but also applies to any subsequent

protocols (see Preliminary Compilation of Important Data about the History of the Republic of China). Hence,

Taiwan’s status is undetermined indeed, and Taiwan is not part of China at all. In this regard, even an implicit term

is not allowable, not to mention that no blatant fallacious statement is acceptable.


J. The Sino-Japan Peace Treaty entered into by and between the Republic of China and Japan on April 28, 1952 and the San Francisco Peace Treaty has the same contents in common, and thus Taiwan is entitled to independence

a long time ago. However, owing to the conspiracy and collusion between the Chinese politicians and the

American politicians to divvy up Taiwan after the Second World War as described in Paragraph (2), the United

States has ignored the truth and has kept Taiwan’s status undetermined until now.


K. In June 1970, U.S. Department of State told the Senate that Taiwan and the Pescadores were not subject to any

international treaties, and the sovereignty over the region is an undetermined issue, which shall be resolved by an

international solution in the future. Again, the view was described in the Department of State Legal Advisor’s memorandum dated July 13, 1971, under the heading “Taiwan’s Legal Status”. However, so far the

United States government has kept the issue open.


L. Mr. Liao Wenyi, a Taiwanese, often sent messages from Japan and Hong Kong to petition the United States and

the United Nations and declare “the Taiwanese people’s claims”, only to receive no replies from the recipients.

During the inauguration meeting of the establishment of the Provisional Parliament of the Republic of Taiwan

held at 36, Taira-machi, Meguro-ku, Tokyo, Japan on September 1, 1955 (the inauguration meeting held in

Tokyo started at 2pm and was attended by delegates from 24 counties and cities of Taiwan, the United States,


Hong Kong, Singapore, Jakarta, and delegates from other branches), Mr. Liao Wenyi announced the Taiwanese

people’s resolve to pursue political independence of Taiwan. The inauguration meeting was widely covered

by major newspapers in Europe and North America. In response to the inauguration meeting, the Washington

D.C. warned that: the United States government had failed to address the political future of the Chiang’s

regime properly with appropriate policy, thereby resultingin looming crises and unpredictable political future of

Taiwan.


On September 19, 1955, Indian Prime Minister Nehru said: if the Taiwanese people hope so, the issue over

Taiwan should be resolved according to the principle of self-determination of people. In November 27, 1955,

the Regulations Concerning the Organization of the Provisional Government of the Republic of Taiwan was

passed. On December 18, 1955, at the Fourth Round of the First Meeting of the Provisional Parliament of the

Provisional Government of the Republic of Taiwan held at the YMCA of Tokyo, Dr. Liao Wenyi was elected the

President of the Republic of Taiwan, and Dr. Wu Zhennan was elected the Vice-President of the Republic of Taiwan.


The above historical events strongly indicate that the freedom, democracy and justice of the United States are

not attributable to each of the former presidents of the United States, as some former presidents of the United

States were undemocratic, unjust, and even as autocratic and greedy as Adolf Hitler. From the Taiwanese people’s

perspective, some former presidents of the United States had never sought advice from the Taiwanese people as

to what in the world the Taiwanese people want. Nor had they ever concerned about the Taiwanese people’s

well-being. For instance, for lack of weapons, more than one hundred thirty thousand Taiwanese people were

slaughtered by the Chinese troops during the 228 Massacre that broke out in 1947, leaving tens of thousands of dead bodies of the massacred Taiwanese people in heaps and at the Port of Keelung and the Port of Kaohisung, but

bringing no concern at all from the United States. It is the United States that dispatched the brutal Chiang Kai-shek’s Chinese troops to Taiwan. So many Taiwanese people were killed, though the brutal Chiang Kai-shek’s Chinese troops had stayed in Taiwan for a period of time as short as one year and four months. Was the United States not held accountable for the massacre of the Taiwanese people(betrayal of the Taiwanese people and atrocity committed to the Taiwanese people)?


Event recently several unrighteous, merciless United States presidents abused their power and evaded being

supervised by the Congress in an attempt to betray Taiwan to China. The presidents who promulgated the three

U.S.-China communiqués had turned a blind eye to the Constitution of the United States, neglected the Charter of

the United Nations, Article 76(b) and Article 77(b), and worked in an undemocratic manner (see the book for more

details). Hence, we hereby make a serious protest against the United States and urge every political leader around

the world to monitor the United States government. The current issue about Taiwan is: the United States and China

conspire to betray Taiwan, or to be specific, the United States pretends to be friendly with Taiwan, whereas China

plays the role of a bandit who occupies Taiwan unlawfully,and thus United States and China together attempt to

divvy up Taiwan and deprive the Taiwanese people of hard-earned money. The issue has remained unresolved

for more than 60 years. Do you Americans feel shameful for betraying Taiwan and the Taiwanese people? Are you

Americans eligible to talk about freedom and democracy?

Are you Americans entitled to preaching human rights?

Do the human rights of 23 millions of Taiwanese people exist?


Well, the latest rally, known as “Protest Against Taiwan’s Procurement of Weapons from the United States”, was

held by the Chinese people introduced into Taiwan by you, believe it or not. You can make an enquiry of Mr. Stephen Young, Director of AIT. Solving the problem without fighting in a battlefield can allow you to win the Nobel Peace Prize, right? I would be quite willing to visit the

United States to give an explanation or deliver a speech, provided that the United States government asks me to do
