兩岸關係發展至今雖然簽訂了18項的協議，解決兩岸往來與交流合作的諸多事務性議題，但從兩岸發展的大格局來看，的確只是走了一小步，不僅兩岸政治對話的僵局難以突破，兩岸政治互信的基礎相當地薄弱，就連兩岸人民之間的認同與價值觀差異至今也都難以拉近、融合，問題到底出在哪裡？……
兩岸關係的和平發展原本就應寄望於兩岸人民藉由往來、交流產生縮小價值觀與生活方式的差距進而產生認同與互信，再藉由政、經、社會的融合與統合以處理兩岸終極關係的定位，這不是兩岸執政當局或朝野政黨完全可以左右或加以掌控，充其量也只能制定政策來因勢利導往正面的方向加以推進。……
對於民進黨而言，必須全面撤除「逢中必反」的政治敵視心態，正視處理任何對中不友善的法令與政策，積極面對處理「一中問題」與「台獨黨綱」的爭議問題，願意就未來兩岸的政治融合或統合提出可能的選擇模式。……
