土城山區步道 櫻花綻放

大年初五，北部低溫下探16度，新北市土城區桐花公園、太極嶺的櫻花步道，沿途櫻花隨著新春腳步已陸續綻放，土城區公所表示，今年大年初五適逢假日，因應走春的湧入人潮，特別加開通往桐花公園的假日免費休閒公車班次，賞櫻民眾可多加利用。
喜愛栽種櫻花的張姓店家指出，一般櫻花在11月就陸續盛開，今年適逢暖冬，加上桐花公園、太極嶺海拔不高，花期延後至1月才綻放，比往年晚了快3個月，大年初五下起綿綿細雨，導致遊客量減少，但櫻花花瓣受雨擊落散落一地，與露珠相互輝映呈現另一種美感，反倒吸引不少愛好攝影的民眾前來拍攝。
一名賞花民眾說，很多人以為「桐花公園」只有油桐花可看，不知區公所10多年前在步道口，栽種一整排櫻花樹，近日已隨著春假腳步陸續綻放，為綠意盎然的公園步道點綴一抹粉色，彷彿天然的「粉色拱橋」，雖家住中和員山路，每年春節走春，總會帶著家人來桐花公園賞櫻健走。
土城區公所經建課表示，為因應春節走春及賞櫻花湧入的人潮，土城區假日免費休閒公車自2日至10日共8天照常行駛，並加開山中湖線班次，詳細時刻表可上土城區公所網站查詢。
高雄環局空品座談 聚焦上半年紅害、台電大林廠試車檢測

高雄市政府環保局針對高雄空品改善工作每季與民間團體進行座談，昨（13）日在今年第二次會議中，環保局空噪科說明上半年高雄空品改善情形，今年1到6月細懸浮微粒（PM2.5）平均濃度為25.6微克/立方米，較去年略有改善，而紅害（54微克/立方米）日數則比去年減少15天，僅14天。 加嚴排放標準 紅害控制優於過往
由於空污季為每年11月到3月，高雄4-6月就沒有紅害發生，不過根據歷年PM2.5的紅害站日數逐月統計，發現今年2-3月間紅害明顯減少，僅增加1個站日數，累計到6月為止網路熱賣產品最近流行商品達87站日數，環保局空噪科表示，預計到今年底可達成「紅害減半」（202站日數）的目標。
為何今年2-3月間，並未如往年紅害持續發生？空噪科表示，每年氣候條件不同可能有所影響，不過今年因各種管制和加嚴措施開始實施，包括加嚴設備元件排放標準、所有燃燒設備須符合燃氣標準、空污總量管制、二行程和柴油車的汰換等，使得紅害控制優於過去的水準。
不過環團表示，實際的考驗還是10月以後進入空污季，是否能讓紅害站日數持續降低，使PM2.5空品標準達標。 工業區臭味偷排抓不到？應加強採樣檢測、不能靠用聞的
雖然高雄整體空氣品質有所改善，但居住在重工業區附近的民眾經常反映突發性的空品惡化，懷疑業者趁夜或下雨偷排，但卻始終抓不到。
高雄市環保局去年開始在林園、臨海工業區設置稽查駐點人員，當民眾陳情有異味或空污事件發生時，可就近稽查，縮短案件處理時間。
環保局稽查科統計，工業區附近居民每月陳情空污事件約有數十件，民眾經常陳情有異味，包含有機氣體異味和製造生產的異味、燃燒時的異味及不明異味等，經現場稽查處理後，實際告發率臨海工業區為5.26%，林園工業區為6.66%。
從去年11月到今年7月臨海、林園工業區民眾陳情案件中，有21件實際污染案件，環保局主動稽查也告發了12件，包括排放黑煙、製程異常、工廠火災、廠區逸散、落塵等，平均每月發生3-4次實際污染遭環保局開罰。
不過更多時候是民眾聞到異味，通報陳情後卻未能抓到污染元凶。稽查科科長馬振耀說，民眾陳情時多反應空氣中有異味，由於稽查人員根據民眾的說明找污染源頭，有時大範圍無法及時判定而錯過採樣時機，異味也已經散去，最後只能記錄「沒有明顯異味」。
對此環團表示，民眾陳情協助抓污染者，環保局應更主動採樣化驗，不能只是靠用聞的。林園區反公害護家園協會蘇益昌說，要找出污染者就要即時採樣，環保局可提供鋼瓶給這些特定工業區居民，在發現污染時立刻取樣，找出污染成分，抓到元凶。
對於污染稽查，環保局長蔡孟裕說明，由於污染告發事涉舉證，必須確認異味中的成分，才能進行告發，目前環保局有檢測裝備來分析不明氣味的成分，未來要以科學化的採樣檢測數據來回報陳情民眾。 台電大林廠試車 重金屬排放、海水排煙脫硫受環團關注
另外，臨海工業區的台電大林廠新燃煤機組目前正在試車階段，根據環保局資料，新機上班族省錢大作戰超值推薦組的燃煤發電毛效率達45.59%，在試車期間空氣污染物的去除效率都達到環評要求。
不過環團認為，環保局提出的試車數據太過粗糙，究竟新機組與舊機組相比毛效率改善多少？此外，試車時量是以多少產能來進行？新機組的重金屬排放監測數據，也沒有說明清楚。
地球公民基金會副執行長王敏玲認為，應讓民眾知道同樣是超超臨界燃煤電廠，大林廠和已經運轉的林口電廠機組空污排放有何差別。
另外大林廠採用海水排煙脫硫方式可能對海洋造成影響。海水排煙脫硫是利用海水鹼度吸收去除廢氣中的二氧化硫，排煙脫硫後的廢水pH值呈酸性，要與大量冷卻水稀釋混合後，再排放至外海。環團對於排煙脫硫放流水恐造成海洋酸化，要求加強檢測曝氣後的硫氧化物跑到哪裡去。
近日，興達電廠新燃氣機組更新案正在環保署進行環評審查，地球公民基金會和高雄野鳥學會都在座談會上要求高雄市環保局，為捍衛高雄濕地和空品，應和民間一起要求台電興達廠先拆舊機組，直接在廠內更新，不要讓台電到了2023年才拆舊燃煤機組，影響高雄空品改善。
