我想間這課程是否top up degree? http://www.cl3.ust.hk/programs/program_detail.asp?selectBy=Title&type_id=12&program_id=325 是不是hkust自己的課程,而不是和外國大學合辦的課程? 這間有冇brother讀過這課程,收多少人,難唔難入呢?

The course is offered by National University of Ireland, Maynooth and CL3 instructors(according to the website you quoted), so it probably is joint-venture degree. I do not think this course is quite difficult to access as compared with local U. Honestly, there are many similar kinds of degree that offered by oversee U in HK, so you do not have to be much anxious about the entrance.
