?參選台北市長的台大醫師柯文哲，昨天安排第4場「城市小旅行」，參訪社子島及周邊地區。他說，社子島應有某種程度開放禁建，例如堤防不必加高的區域應可放寬；不過這個議題涉及範圍很寬，須與專家、團隊研議，再提出整體方案。

柯文哲最近在北市安排「城市小旅行」，實地了解地方狀況。昨天赴社子島是第4場，由前經建會副主委張景森陪同，登上北投焚化廠觀景台鳥瞰社子島、關渡平原，再赴島頭公園。

士林北投區民進黨市議員何志偉與議員初選參選人謝維洲、陳慈慧也到場。

柯文哲說，社子島、關渡平原是北市尚未完全開發的兩個地區，也是下任市長很大的挑戰。其中堤防如何加高，涉及利益分配，會有人獲利、有人受損，這是個滿有趣的題目。

他說，大台北地區仍須要滯洪區，只是員山子分洪完成後，照理社子島禁建應解除，但要解除那些範圍，何種程度都還要專家進一步評估。

柯文哲說，社子島開發已被講太多遍，很非常多人關切。他也和團隊在作功課，大台北防洪計畫要找很多專家研議，不只水利專家，還要生態專家，讓環境、文化多元，因為台北是適合居住的城市，要多花點時間來處理這個題目。
