?我的名字近日家喻戶曉，是我始料未及。我從來都不想成為公眾人物，當年邱正雄任行政院副院長時，曾邀我擔任ＮＣＣ委員，我亦婉拒。

會接觸到服貿議題，是十分偶然的。去年六月，我在洗頭時，恰好讀到了郝明義的《我們剩不到二十四小時了》一文。那時，我們政府已與中國簽訂服貿協議。身為一位長期研究產業經濟學的學者，我覺得有必要去了解此協議，所以就一頭栽了進去。

當發現此協議內容不對等，除了一般民眾的生計可能遭受極大衝擊外，我方對中國單方面開放了廣告、印刷、書籍批發和零售、電信、交通運輸業等項目，也將影響到我們的言論自由與國家安全，甚至危及我賴以生存的民主自由。每思及此，難以成眠。

也許當年台大經濟系孫震老師積極參與公共政策，影響了我，我乃於七月一日投書媒體，試圖向國人說明服貿內容及可能帶來的影響。

在找不到任何政府的協議內容說明和評估報告下，我因兼任台大公共經濟中心主任乃透過此中心，於去年七—十二月期間，舉辦了九場服貿研討會，廣邀經濟學者，更延請新聞、法律、電信等領域專家學者共同參與。

我們將研討會研究成果報告，除了作成十五個投影片檔，其中針對可能遭受衝擊的諸多產業中，擇要選取三產業，完成衝擊報告。

這些資訊，除放在此中心網站外，還放在我的臉書上供民眾參考。

過去九個月來，我們用極少的人力，做了這些本應由政府做的，但卻沒有做的事情。

自從張慶忠委員卅秒通過服貿後，各界反彈聲浪極大，一時之間大家都想知道服貿協議內容是什麼，我們臉書上的檔案，乃成為全台唯一的參考資料來源，不少人應是據此去做懶人包；但馬政府知道之後，不僅沒有提出正確資訊給國人，竟開始對我們抹黑，說我們誤國。

近日馬總統、江院長及一些政務官、部會首長和工商大老等，不斷告訴國人這個協議，「中國對台灣開放八十項，而台灣僅對大陸開放六十四項。」所以利大於弊。殊不知開放「批發和零售服務業」這項就涵蓋了，除武器、農產品、藥局及藥房外的所有各行各業，當然也包括了書籍的批發和零售業，但馬總統竟說沒開放出版業。

此外，此協議還有跨境提供服務模式不對等種種問題。基於我的了解，我猜測這些華而不實，報喜不報憂的說詞，應該是經濟部委託中華經濟研究院ＷＴＯ 及ＲＴＡ中心做的。

可以預期，接下來的經貿國是會議也將是口號治國，鬧劇一場！

我在此呼籲：不管是達官貴人或市井小民，在決定是否贊成這個版本的協議前，大家應去看這個協議附件服務貿易特定承諾表。這是攸關你我生計、生存和生活品質的問題，絕對不是藍綠問題。
