Conforms to the norm:省錢妙招精選Every day, the neck of your child is exposed to many forces. In order to relieve the neck and still provide maximum protection Britax Römer combines the regular three-point harness with an
additional XP-PAD that absorbs 30% of the forces. In case of a frontal impact the forces in the thoracic region and in the neck area are reduced, because your child's chin moves towards the chest. The so called XP-PAD-technology keeps your child safely in the seat.
In case of a side impact the
adaptable SICT (Side Impact Cushion Technology) absorbs all the forces before they impact your child. Injuries in the neck area and in the thoracic region are thus reduced. The SICT on the door side of the seat is employed in order to leave more space to other passengers. To avoid further injuries, the large, soft padded side wings also provide protection.

健保定額改定率 醫界仁智互見
【台灣醒報實習記者貝薈涵台北報導】健保部分負擔改為「定率制」是否有助於分級醫療？醫改會副執行長朱顯光29日受訪時表示反對，他認為「定率制」可能導致重病患者負擔更重的醫療費用，但輕症患者所負擔的反而更少。醫勞盟副秘書長詹淳琪則認為，為了減少醫療資源的浪費，健保部分負擔擬從「定額制」改成「定率制」有其必要性。
醫師公會全國聯合會上週召開理事會，決議要將健保部分負擔從「定額制」改成「定率制」。過去在「定額制」之下，患者看病收費上限為720元，若修改成「定率制」，民眾未經轉診直接到醫藥中心看診，包括藥費、診療費、檢驗費等，加起來就可能超過3000元，且民眾需部分負擔的費用將超過900元，比原本720元高。
詹淳琪受訪時表示贊同。她分析「定額制」可以讓民眾看病費用負擔減輕，且花不到1000元就可以做許多檢查。「但患者多做檢查並不一定好，因為許多病徵需要2-3天的時間觀察，再決定是否有檢查的必要。」她說，如果門診當下就急著做檢查，將造成醫療資源浪費，而且會損害其他患者看診權利。若將來改成「定率制」，患者就得按照單次看病的費用繳費，患者和醫生也會比較謹慎看待各項檢查的必要性。
至於「定率制」是否會對重病的患者造成經濟負擔，她表示，因急診室常常人滿為患，所以重大疾病或傷勢嚴重患者若直接送往急診，也不一定能及時處理。因此她建議患者可直接到區域醫院穩定病情或傷勢，有必要再轉診到醫學中心，可避免增加負擔。
但朱顯光受訪時則有不一樣的看法。他表示，目前的「定額制」規定醫學中心看門診的基本負擔是420元，若是「定率制」，可能導致需要到醫學中心就醫的重病患者負擔更重的醫療費用，輕症患者負擔更少，使落實分級醫療的初衷本末倒置。
根據《健保法》第43條規定，健保部分負擔定率是醫學中心50%、區域醫院40%、地區醫院30%，但主管機關在必要時可依定額方式收取。這一次，醫師公會全國聯合會上週召開理事會想修改的就是推行定率制，並將部分負擔降低至醫學中心30%、區域醫院20%、地區醫院15%。
朱顯光指出，《健保法》第44條規定，為提升醫療品質與醫病關係，應訂定家庭責任醫師制度，但目前台灣的家庭責任醫師制度並不普及，涵蓋的人口不到20%。朱顯光建議，健保署應推廣家庭責任醫師的制度，並規定無論醫學中心、區域醫院或地區醫院針對同樣的病例，都應收取同樣的費用，使區域醫院與地區醫院能擴大醫療資源，提供與醫學中心同樣的服務，才能讓患者安心前往附近診所就醫。
他也提到，國外在推行健保的部分，規定20歲以下小孩、65歲以上老人免部分付費，這是台灣目前還做不到的，因此若「定率制」的推行不健全，恐怕慢性疾病患者與老年人將遭殃。因此，推行「定率制」應設「天花板界限」，設定醫療費用上限。
「無論做什麼修改，都要秉持健保是為了「減少民眾醫療負擔」的初衷。」朱顯光表示，使用者付費的概念並不能使用在健保上。他認為，像健保這種社會保險應採取量能付費，並不是因為生病的人用的醫療資源比較多，就繳交較高的費用，而應是有經濟能力的人士，透過風險管理，來幫助有需要的人。
