台灣戶外空間可及性調查案例分享 - 日月潭The Sun Moon Lake 6

水社親水步道The Shueishe Lakeside Trail 1/2

水社親水步道是連接水社碼頭至九龍口重要的人行動線,起點為水社碼頭,途經朝霧碼頭,終點為九龍口竹石園,全程皆為無障礙斜坡道,十分平緩易行;並有高架木棧道創造出臨水賞景的最佳位置,2004年完工。沿途使用現地砂岩堆砌出具有當地意象的石牆圍塑出休憩點,遊客可在憑欄遠眺之際,藉由解說系統獲得旅遊資訊以及生態知識。
The Shueishe Lakeside Trail completed in 2004 is the only one shown on internet and indicated as a barrier free trail. The trail begins from the Shuei She Wharf, via the Chao Wu Wharf, and end at Zhu Shi Yuan. This footway is planked over the water with spectacular view. The hiker may take any vista deck that is hanging above the water, and look far into the distance.

雖然在資料上顯示水社親水步道為無障礙,我認為這是誤導。因為行動不便者根本無法從車道或停車場到達水社碼頭。這是我們在2006年和東海大學的師生作調查時就發現的事實,現在仍然一樣。但是如果從另一端的朝霧碼頭停車場似乎沒有太大的問題。事實並不然,入口和路徑都有障礙。
Although the information indicated that the trail is barrier free, I am afraid this is not truth. Because the mobile impaired visitor can’t reach the trail from the parking lot to the Shuei She Wharf, which was discovered by the students from Tung High University in2006. Now nothing has been changed. From the other end of the trail, the Chao Wu Wharf seems no problem. But not quite right, few barriers appear at the entrance and the way.

如果硬要說這是一段全程無障礙的步道是不切實際的,因為在環湖公路旁的入口處就已經出現地坪上的障礙。這個通道上的障礙並不起眼,因此經常被忽略。今天聯合國呼籲的可及性定義是指行動不便者在輔具協助且不需他人幫忙,可以獨立自主、自由自在移動的狀態。而這個地坪上的小落差就足以讓輪椅使用者停止前進,或許設計者和施工者並不知情。
At my point of view, this is not a barrier free trail. The barrier is in between the road and the entrance of the trail. It is not obvious and so easy to be ignored. Today, the UN defines the accessibility as movement impaired people can independently move around without others’ help, and no matter with or without assist implements. But this little ground level change is enough to become a barrier to some people.

朝霧碼頭The Chao Wu Wharf
或許因為目前台灣只有建築物無障礙設施設計規範而導致全程無障礙的概念無法成立。片斷或單點無障礙仍就是障礙。這個問題恐怕必須制定戶外空間設計設計規範或者景觀設施設計規範才能解決。因為只有這樣才有整體或全程的考量機制。如照片中雖然有斜坡道下到乘船平台,但是仔細看卻又發現接另一段乘船平台前,遊客必須先經過一段台階和坡道。對行動不便者而言,這就不可及了。
“The standard of barrier free facilities design for architecture” is the only official guideline, it could be the reason causing the whole journey design system can’t be achieve. Nowadays, people focus on buildings accessibility without thinking about resolving outdoor accessibility. Like the situation in the picture, the wheelchair user may take the ramp from roadside down to lakeside, but the chair can’t overcome the stair to the deck. This is an inaccessible passage.

「水社親水步道全程無障礙」在旅遊資訊上是這樣說明的。我想這樣說的人可能以為只要步道和緩、乾淨就是無障礙,同時並不清楚行動不便的遊客的需求是什麼?!隨便設置的邊界石或有高差的空間界定就會構成行動不便者的障礙,例如步道旁的休息區,因為這樣的設計而導致行動不便者無法與同伴相聚,甚至只能停在通道上。
“The Shueishe Lakeside Trail is accessible” one may read from some tourist information. I think that people mistaken a smooth and clean passage is barrier free and don’t know what is right or good for the mobility impaired person. Designers can’t just arbitrarily set boundaries or different levels to define space. This could cause the wheelchair user separated from his/her company or keeping the chair user stay on the passage.
