周末略回溫 下周一台北跌破14度
【台灣醒報記者許嘉琪台北報導】下周一大陸冷氣團來襲，台北低溫將跌破14度！氣象局表示，周六以前北部地區天氣濕冷，溫度大約落在16-19度，有零星降雨。天氣風險公司總監賈新興則指出，周末兩日因為冷空氣減弱，有個稍微溫暖的空檔，但下周一另一波冷氣團接力來襲。氣象專家吳德榮預測，台北市低溫將跌破14度，日夜溫差劇烈，提醒民眾注意保暖。
氣象局表示，周六以前，西半部地區偏涼，溫度落在16-19度。而這段時間，也因為東北風捎來水氣，讓北部地區「濕濕的」。位在迎風面的北海岸和東北角有局部陣雨，大台北地區有零星雨量，而中南部則不受影響。
賈新興表示，這波冷空氣即將過去，到了周末就會減弱，全台將有短暫且小幅的回溫。
到了下周一，另一波冷氣團接力來襲。吳德榮說，下周一那波冷氣團的強度跟現在這波強度相去不遠，但多了清晨和夜間輻射冷卻影響，將使得各地氣溫驟降，台北低溫會跌破14度。
「不過，白天溫度會因太陽照射而回升，」吳德榮強調，這波冷氣團的特色是「日夜溫差非常大」，提醒有心血管疾病或是年紀較長的民眾，注意穿著保暖。
〈理財〉投資型保單銷售爭議多 金管會提醒投保三大注意事項
投資型保單熱賣也衍生出許多銷售爭議，對此，金管會表示，投資型保單的種類及費用結構有多種型態，且投資相關風險是由保戶承擔，消費者在投保之前，應注意各種商品的收費結構等三大事項，審慎評估各商品的風險，以避免銷售爭議。
根據壽險公會統計，2018 年投資型保單新契約保費收入持續增加，今年前 7 月，投資型壽險與年金險占全部保險初年度保費收入的占比達 38%，創金融海嘯以來新高，主要是受到全球資本市場、美元升值及保險公司推動新連結標的等所帶動；投資型商品熱賣，相關銷售爭議跟著不斷，也讓金管會祭出教戰手則。
金管會表示，目前市場上銷售投資型保險商品分為：投資型人壽保險、投資型年金保險二大類，前者是提供被保險人死亡保障，後者則是提供被保險人生存年金的保障；投資型保險的運作相對於傳統型保險的差別，在於盈虧自負及專設帳簿。
金管會提醒，民眾購買投資型保險商品前，應注意三大事項分別為:
第一，一般而言，投資型保險商品費用包含前置費用與後置費用，其中，前置費用如附加費用、保單相關費用（如保單管理費、保險成本），還有投資相關費用，例如投資標的申購手續費、贖回、轉換費用，及投資標的管理機構自淨值扣除的間接費用等。而後置費用是指如解約、部分提領費用等項目，民眾在投保前務必詳細瞭解其意涵及商品收費架構。
至於各保單實際收取費用的高低，仍須由消費者自行或藉由保險招攬人員，就個別商品特性作相關情境的費用試算。
第二，金管會建議消費者可至保險事業發展中心網站「消費者園地」，進一步瞭解投資型保險商品特性及基本資訊；在購買投資型保險商品前，可至壽險公會網站瀏覽「投資型保險商品核保及銷售規範專區」，瞭解各保險公司投資型保險商品費用收取標準、適用條件及核保、保全作業規定，並確認是否符合自身投保需求，以避免購買不適合的保單。
第三，消費者在購買投資型保險商品後，如發現保險商品內容不符合需求，仍可依保險契約約定，於收到保單翌日起 10 日內向投保的保險公司撤銷保險契約，保險公司即應無條件退還所繳保險費，以維護自身權益。
