當地時間16日，俄羅斯總統普京發表電視講話。

普京表示，特別軍事行動進展順利，正在按計劃執行。俄軍雖然接近基輔和烏克蘭其他城市，但是沒有占領烏克蘭的計劃和目的。

普京稱，基輔「親納粹政權」可能在可預見未來獲得核武器，其目標可能是俄羅斯。
