中南部地區空氣品質差 民眾注意防範
(記者謝錦慧台北報導)中南部地區空氣品質不理想，15日一早已經有26測站空氣品質達到警戒等級，環保署表示，今天東北季風稍微減弱，導致污染物濃度容易上升，提醒民眾注意防範。
行政院環境保護署空氣品質監測網今天上午9時資訊顯示，中南部地區多個測站空氣品質達到橘色提醒或紅色警示等級，指標污染物為細懸浮微粒（PM2.5）。
達到橘色提醒等級的測站包含線西、二林、崙背、麥寮、台西、新港、新營、嘉義、善化、安南、鳳山、大寮、林園、楠梓、仁武、左營、前金等，台南及橋頭測站則達到紅色警示等級。
環保署指出，上午東北季風稍減弱，西半部污染物濃度易上升，但下午起東北季風增強，擴散條件可逐漸轉好，預估高屏地區位在下風處，污染物容易累積，空氣品質為「橘色提醒」等級，其他地區則為普通及良好等級。
環保署提醒，一般民眾如果有不適，如眼痛、咳嗽或喉嚨痛等，應考慮減少戶外活動；有心臟、呼吸道及心血管疾病患者、孩童及老年人，建議減少體力消耗活動及戶外活動，外出應配戴口罩。

私校退場衝擊技職 籲結合地方需求
【台灣醒報記者楊蕓台北報導】少子化引爆私校退場潮蠢蠢欲動，中南部技專校院首當其衝，技職轉型迫在眉睫。輔大社會系教授戴伯芬5日在公聽會指出，根本問題在「大學與技職趨同」，建議科大回歸地方政府管轄，促進科大配合地方市場需求發展；台科大化學工程系名譽教授周宜雄則建議政府應給予企業租稅優惠，鼓勵企業捐贈或無償提供學校最新設備，加深技職與業界的連結。
民進黨立委鍾佳濱5日舉辦「私校退場與技職再造」公聽會，鍾佳濱指出，少子化造成許多私校經營面臨危機，尤其六都之外的技職校院最受衝擊。在強化技職體系的同時，應考量各區域的平衡發展，他建議，應落實退場學校的資源再利用，建議與地方政府配合，依當地都市計畫及產業需求，建構能培育當地所需人才的學校，將教育資源回流到技職體系。
台灣技職教育該如何調整？輔大社會系教授戴伯芬認為，根本的問題在於大學和技職越來越趨同，「大學技職化，技職也大學化」，為了落實大學和技職分流，建議原先由中央管理的科大，回歸給地方政府管轄，促使科大契合地方市場的需求發展。
在松山家商任教的全教總張文昌也提到大學與技職的界線越來越模糊的問題，他認為，「畢業即就業」應是技職教育的定位，但技專升格後適用大學法，科大也逐漸增加收取高中生的比例，當技職定位越來越不清，恐導致高中與高職生在同個科系上課，課程銜接上出現落差。
張文昌表示，過去高職只有1成的學生選擇升學，如今每年職校畢業生有超過8成都選擇升學，然而，每個科別所需要的技術程度不同，當技職的趨勢走向升學，可能讓高職唸美容美髮科的學生，到了科大卻沒有對應科系可唸，此外，技職教育是否每個科別都需要讀滿7年也值得思考。
台科大化學工程系名譽教授周宜雄則指出，技職教師專業度的問題。技職學校聘任的教師依法必須先有一年以上的業界經驗，但這項規定恐排擠沒有工作經驗的優秀人才，「工作經驗固然重要，但不一定是必要條件」，他建議，可開放技職學校，先讓人才進入教育體系，並規定要在一定的年限內，利用課餘期間補齊到業界工作的經驗。
在技職學校的硬體設備部分，周宜雄指出，台灣技職學校的設備幾乎
熱銷戰利品都是自己花錢採購，企業捐贈的風氣較不普及，然而，私立技職的支出有65％至75％花在教師薪資，即使教育部有提供補助，仍沒有太多能力購置新設備，他建議，教育部可帶頭鼓勵企業界捐贈、甚至無償提供學校硬體設備，政府則透過給予企業租稅優惠等方式，提高企業界捐贈設備的動機。
