蔣介石為了要併吞臺灣，所使出來的“毒計”第一階段達成，第二步：
第一步：1945年九月二日道格拉斯‧麥克阿瑟將軍公布『第一號命令』（General Order No.1），令日
本軍隊高級將領應向蔣介石委員長投降、繳械（※特別注意：是向蔣介石個人；不是向中華民國政府及其軍事武力投降、繳械）。之後、蔣派盧漢軍到北越、派陳儀到臺灣、澎湖，接受日本軍隊的投降和繳械，十月十六日中國軍第二師一萬二千多人，官吏二百多人，乘坐美國軍艦226號（第一批）抵臺灣基隆港，十月二十五日，在臺北大會堂（今中山堂），高掛四國國旗（美、英、蘇、中）及四國領導人巨型照片，接受日本在臺灣的軍隊投降及繳械。
※※特別注意：是『受降』並非接收、光復、、、等其他「詐騙名詞」。且不是單獨向中國投降；中國蔣介石利用陳儀，將十月二十五日訂為臺灣光復節，是詐欺手段，非常嚴重違反戰爭法，美國卻沒有立即糾正。（因有前述之秘密協議）
陳儀來臺受降之後說：『從今天起臺灣、澎湖已正式重入中國版圖，置於中華民國主權下。』（中華民國史事記要初稿），這是「公然說謊」。此時的中華民國政府地位是次要占領權國（Subordinate occupying power）的身分，被主要占領權國（Principal
occupying power）美國之委託到臺灣，不能超越美國授權之範圍，更不能違反「國際法」規定的範疇。
美國參議院批准聯合國憲章第七六、七七條規定，臺、澎自日本分離後獨立。十月聯合國成立、國共再衝突。十一月陳儀開始各項違法接收。十二月六日中國在南京公布《懲治漢奸條例》。
第二步：一九四六年一月十二日中國蔣介石的「行政院」，行文：「節參字第○一二九七號訓令」：「查臺灣人民原係我國國民，以受敵人侵略，致喪失國籍。茲國土重光，其原有我國國籍之人民，自三十四年十月二十五日起應即恢復為我國籍。」
以如此荒謬、沒有法律的依據下將臺灣人偽造為中國籍（占現有族譜數的六五％）中國擅自把臺灣人，變更為中國籍，嚴重違反「國際法」和國際常規的。消滅臺灣民族之惡毒心態畢露，同時對臺灣人青年軍事徵召令，隨即生效。
美、英兩國立即以強烈外交文件，拒絕承認，卻沒有努力制止，令人遺憾。
中國嚴重違反國際戰爭法；此時臺灣人竟是雙重國籍；另一日本國籍，直到一九五二年舊金山和平條約生效後，日本法院才正式解除臺灣人民的日本國籍。、、、待續
