你代表美國政府簽署「東京議定書」，並公開宣佈：「為了保護地球生存，永續發展下去，依據石油探勘發現，全球石油原油的蘊藏量只剩下40年供全球人民使用，所以應該趁早改用其他能源。
只要你一公開宣佈，歐洲共同市場起而呼應，那麼現在最末端的原油汽油的龐大消費群，不見了、沒有了，可能現在中越的「南海」的爭奪也就沒有那麼的「必要性」，因為等到他們鑽探到了原油，那要給誰用？要賣給誰？每個國家只是需要非常少量的飛機與輪船使用汽油而已。
當「供過於求」時，沒有了利潤，誰人會那麼積極的去鑽探呢？倘若輪船再改用「核能」機器的話，就能保留20→30的原油蘊藏量，地球或許還能夠支撐得下去、、、。
以上是消極的遞減使用原油的做法，在積極面，更應該擴大造林──以製造氧氣、吸收二氧化碳、調節氣候和增加農產品收益〈大型果樹〉，尤其是大片的「沙漠」地帶，以及乾旱地區，更應該引水通過和灌溉、灑水降溫等等、、、；例如：每年夏天澳大利亞、美國的森林大火，都是因為他們的執政者“怠惰”，不想要“預防”所致。
每年度的“雨水”落在美國後，據稱使用率都達不到10%，你不妨命人調查看看，世界各國政府都是如此的浪費掉真正天賜的『水資源』，白白的讓它們流入大海消失，因為它們沒得貪污的原故。
實際上“水資源”的用途非常廣泛多元，例如：民生食用水源、灌溉農業用水、工業冷卻用水、水力發電廠〈安全、絕對沒有二次污染問題。〉開鑿運河和人工湖泊蓄水，以調節乾旱地區和洪水氾濫問題、電廠、觀光、運輸、、、。
