當時美國駐廈門領事李仙德（Le Gendre），是一個對臺灣採積極態度的美國人，在獲知美船失事船員被殺的消息後，於四月初即趕來臺灣，要進入「番地」調查，函請臺灣鎮、道協助。
臺灣鎮總兵劉明燈與兵備道吳大廷，答以：「生番兇悍，行同禽獸，不可理喻，且生番不歸地方官管轄，不可擅入，以免滋事，須求萬全，須從長計議，設法辦理。」（再次汙衊臺灣人民。）
李仙德認為是地方官推諉，於是自己率二艘軍艦於六月十二日往討，也遭高山族還擊，失利而回。
劉明燈與吳大廷見美艦被挫，深恐美國再行大舉前來，事端擴大，將影響到自己，於是和李仙德商議合作，共同前去征討。
九月，劉明燈與吳大廷率兵進至瑯嶠，準備分路攻擊；九月十三日，李仙德卻親自一個人帶著通事，先入「番地」，與臺灣高山族的頭目「面議和約」，約定此後如有遭風船隻，由臺灣人民妥為照料和救護。就此結束了一場血腥戰事。
事後李仙德反詰劉明燈與吳大廷，臺灣高山族人，並不是如你們所說的那樣不可理喻，行同禽獸；他們兇悍善戰是為了保護自己，不被侵犯，有什麼不對？現在已告訴他們是因為遭風吹襲，才發生船難，並不是蓄意侵犯他們的境界，他們能體會理解，並同意救助，又豈是你們口中所謂的「禽獸」？
這一席話說得劉明燈與吳大廷面面相覷、面紅耳赤，不知如何回答是好。
由於李仙德親入「番地」，與臺灣人民親自溝通後，使他成為西洋人眼中的「番通」，他對臺灣高山族的瞭解和同情，及對清國人在臺灣的行徑予以鄙視，促使他以後慫恿日本出兵臺灣的重要原因之一。
