1989年的今天。
※因為今天有位網友將以下文章PO在我的FB上，我覺得它所描述的就是我們當時的感受，尤其是中國豬們的血腥鎮壓與恐怖主義，致使所有臺灣人民變成了政治性冷感症、、、。
以下是來臺中國人的第二代“鄭南榕先生”所寫的文章：
【TEWA回看歷史/2013.04.07】「人權是爭取來的
!」
---「台灣的人權問題在當權者長期壓抑之下，業已百般糾結，形成十分複雜的剝削體制。國民黨固然是島上人權的最大剝削者，即使島上人民也彼此相互剝削而渾然不知。」----
對於外國的人權工作者而言，台灣無疑是一個異數。在國民黨赤裸裸地侵犯人權之下，台灣的
交通是橫衝直撞，股市是爭先恐後，政治則謀算積極，唯獨對於爭取人權卻是慢條斯理。這種「人權冷感症」，過去如此，現在如此；將來，如果不作樂觀預測的
話，恐怕也是如此。
在過去四十年之中，國民黨會如火如荼進行摧殘人權的工作。極其不幸的，四十年代的「二二八」，與五、六十年代的白色恐怖，非但不是埋下台灣人此後全面與
國民黨抗爭的種子，反而是造成台灣人無以言喻的政治冷感症，「人權」因而變成統治者與被統治者共同的禁忌，一直持續至八十年代。
八十
年代末期，台灣在前所未有的變局之下，各種人權團體突破禁忌，一一湧現。然而名目雖然都有，卻極少能成氣候，遑論形成波瀾壯闊的人權運動。
反倒是，在大規
模的恐佈屠殺與秘密逮捕不復出現之際，台灣人不僅沒有趁勢在人權工作上全面進擊，而且對於國民黨積極以司法迫害人權的舉動，顯得不知所措。
如果說，今年台
灣人民爭取人權的方式，大抵不出簽名、演講、和平遊行與議會質詢四種，這句話並不為過。
罷工固然在「勞資和諧」下屢被犧牲，即連五二○這一強烈的體制外動
作，也未能進一步掀起全面的改革風潮，反而在眾目睽睽下，讓國民黨做足司法冤案。
這種種爭取人權無力與失敗的例子，除了顯示在方法上有待加強外，更重要
的，是心態上亟須調整。
如果人權是切身的，那麼爭取人權當然是刻不容緩的工作。
然而曾幾何時，台灣人民似乎已陷溺在長久的「等待」狀
態裡。爭取出頭天可以等待四十年；制衡國民黨可以等待三或五年才一次的選舉；而掌握主權、當家作主更無奈地等待遙不可及的末來。
即連民進黨的「國會全面改
選運動」，也可以等待國民黨的「退職條例」通過再說。結果，在這種消極的「集體等待」心理之下，一般人民雖然滿腹牢騷，卻冷漠成性；國民黨也可以在民怨沸
騰之中享盡獨裁政權的尊榮；至於最基調的「社會正義」，則在朝野一致的默契下，被判處無期徒刑。
於是，台灣人民在「等待」的歲月裡，不僅落得傷痕累累，而
且久病纏身；犧牲敢於行動的仁人志士，結果還是坐失改革的大好良機。
因此，即使目前有關人權的主張是百家爭鳴，人權團體百花齊放，但
在「集體等待」的社會心理之下，人權運動顯得欲振乏力。如果在百年難逢的變局裡，台灣人爭取人權的運動沒有及時行動，沒有全面落實，那麼，誰能預測在統治
者學會對人權作更精密的操控之後，被統治者不會面臨另一個更加馴服的命運？
人權如果是必要的，那麼理當「今天就要人權」，豈有坐等統治者的「恩賜」之理？
然而，如果不採取積極有效的行動，「今天就要人權」也無非是徒託空言罷了。
其實，人權原是最起碼的政治訴求，既使如此，台灣的政治運
動，其爭取人權的效果亦屬有限。
一九七九年高雄的美麗島事件，原本也是一場人權大遊行；九年後的十二月十日台北街頭還是再度高喊「今天就要人權」的口號。
不禁令人懷疑九年之中，台灣人民究竟在政治運動做了多少？如今，我們看到一切的人權工作，都在政治的結構性困境下，面臨難以突破的瓶頸，絕對難辭其咎的應
是弱化了的政治運動先驅者。
我們看到的情形是，從五二○以後，台灣的政治運動已如強弩之末；民進黨三全會後，更近於偃兵息鼓的狀態，
然而台灣人權遭受迫害的情形卻依然沒有斬草除根式的根本改善。如果對照同時期外國人民爭取人權的運動風潮，台灣那些將人權掛在嘴邊的政治人物固然理當汗
顏；而長期對人權不痛不癢的沈默大眾，更應該深思猛醒。是政治人物自我劃限，是社會大眾事不關己，因而造成當今政治運動普遍的無力感，並使得人權工作異常
艱苦而寂寞。
值得一提的是，台灣的人權問題在當權者長期壓抑之下，業已百般糾結，形成十分複雜的剝削體制。國民黨固然是島上人權的最
大剝削者，即使島上人民也彼此相互剝削而渾然不知。政治與金錢兩大因素激盪下，台灣的人權問題益形複雜而嚴重，對於這種「人權危機」，吾人勢不能坐視不
顧，也不能好整以暇，而是必須「今天」就要採取行動！
在國民黨政權強力的扭曲之下，全面而積極地爭取人權實乃當務之急。一百萬從事色
情行業的婦女，六百萬出賣廉價勞力的勞工，與四百萬以全副心血換取卑微所得的農民，他們的人權問題勢不能等到一九八九年底大選再說。我們希望，「現在」立
刻展開全面的人權行動，效法菲、韓人民的抗爭，以強勢的政治運動向當權者索償人權，則台灣「人權時代」的到來庶幾可以計日以待。
當前我們爭取百分之百言論自由的目標：打倒違憲的出版法！
言論自由是民主政治中最基本的權利。出版法卻授權新聞局得以行政命令處分出版品，停止發行及查扣沒入。多年來，行政機關依此惡法不經司法判決，以區區
的行政命令剝奪人民的言論自由及財產權，並使台灣的新聞界不敢抗爭。
本刊因報導、評論「台灣獨立」議題，屢遭新聞局以違憲的出版法來停刊及查禁，我們抗議國民黨政權以這種惡法封殺人民的言論自由，我們認為：出版法不
改，台灣的言論自由就沒有保障。
