美國前總統羅斯福為了要“射出了快樂的三秒膠”，完全不計較嚴重的後果，在女色的誘惑下，昏頭轉向迷迷糊糊的完全忘記了“我是誰”？牠自己說過什麼話！？在美色當前之下，為了展現牠的“英雄氣概”，竟然狠狠的打了自己一巴掌，違背了自己對全世界人類的公開承諾：1941/8/14的《大西洋憲章》和1942/1/1的《聯合國宣言》。
很幸運的是在1943/11/26開羅會議的最後一天，經過英國首相邱吉爾的拒絕簽署，這才讓美國前總統羅斯福猛然驚醒，但悔悟已經太晚，牠在悔恨之餘，才會在1945/2/11雅爾達協議〈美國、英國、蘇聯〉出賣中國的「滿州」〈中國稱為：東北九省〉給蘇聯，三國元首皆有簽名並公布，這一公布等於是狠狠的打了中國蔣介石一拳，並間接否定了開羅會議的記錄。
美國前總統羅斯福的行徑簡直是“兩頭蛇”，劇毒無比，完全沒有“原則”，他為了達到目的，就不擇任何卑劣手段，因此上帝就很快的在1945/4/12褫奪了牠的生命，腦溢血死亡，讓牠永遠看不到勝利的歡樂，也聽不到勝利的樂章。
天理、人情、國法一線牽，美國前總統羅斯福種下了“美國的國恥”，更種下了“大腸癌”的病毒，很難根治、、、。
但是上面所謂的憲章、宣言、協議等，是比較沒有約束力的、僅是交戰國在戰爭中，單方面的宣告而已，要具有約束力的就是需要在戰爭過後，交戰雙方的『和平條約』，才具有約束雙方的力量，是不是呢？「哈佛大學的法學博士美國大總統奧巴馬博士」？
第二次世界大戰後，1951/9/4至8日，以美國為首的同盟國與日本在美國的舊金山市，舉行和平會議，共有52國參加，會議最後訂立《和平條約》，有48國政府認同並簽署為當事國，於1952/4/28生效，以下簡稱為：《舊金山和平條約》。
