438、 A Letter to All RespectedLeaders ofThe Countries Around The World

DearLeaders:
May I extend my warmest good wishes to the chiefsof
government and heads of state around the world, and wishall
countries around the world peace and prosperity.
Thisletter is to make three appeals as follows:
1. An appeal to thePresident of the United States to perform and
execute thefollowing treaty: the San Francisco Peace Treaty
(hereinafterreferred to as the Treaty) signed on September
8, 1951 at aconvention held in San Francisco of the United
States during theperiod of September 4-8, 1951. The Treaty
went into effect onApril 28, 1952 and was ratified by 48
states (see the text of theTreaty appended to the book for
more details). Article 6,Paragraph (a) of the Treaty expressly
provides that all occupationforces of the Allied Powers shall
be withdrawn from Japan(including Taiwan, Japan of course)
as soon as possible after thecoming into force of the present
Treaty, and in any case not laterthan 90 days thereafter.
How come have Generalissimo ChiangKai-shek’s Chinese
troops refused to withdraw from Taiwan for 60years in
violation of the San Francisco Peace Treaty, since theday

when Chiang Kai-shek’s Chinese troops acceptedJapanese
troops’ surrender and handover of ammunition in Taiwanand
the Pescadores on behalf of the Allied Powers pursuant tothe
“Order No. 1” promulgated by the United States onSeptember
2, 1945? Chiang Kai-shek’s Chinese troops’ defaulton the San
Francisco Peace Treaty is accountable for Taiwan’sabnormal
development, and in consequence Taiwan is the onlycountry
on earth that is an “abnormal country” deficient innationhood.
That is also the reason why the Taiwanese peoplewere
massacred and looted by Chiang Kai-shek’s Chinese troopsin
1947 – the year the Massacre claimed a lot of lives amongthe
Taiwanese people.
Hence, we appeal to all the signatoriesto the Treaty, righteous
countries and governments, and theirpolitical leaders to
urge the United States government to askGeneralissimo
Chiang Kai-shek’s Chinese troops to withdraw fromTaiwan
and the Pescadores immediately lest the Chinese troopswill
continue to cause turmoil in Taiwan. More badly, thePeople’s
Republic of China blatantly tells the fallacious liethat
“Taiwan is an inalienable part of China, and theTaiwanese
people are Chinese immigrants”. The Chinese peopletell lies
shamelessly.
A wrong can be righted by the wrongdoeronly. On October
16, 1945 the United States navy frigate 226 sentthe first
batch of Generalissimo Chiang Kai-shek’s Chinesetroops and
officials to Port Keelung for their first landing inTaiwan. By
the same token, the United States government shouldsend the
residual Chinese troops away from Taiwan, usingAmerican
navy frigates.

2. Before carrying out theaforesaid operations, the United States
government should allowTaiwan to become an independent
sovereign nation, in the same wayas Cuba (both Taiwan and
Cuba were victims of undeterminedcessions) was allowed
to be so, pursuant to the Treaty of Paristhat was signed on
December 10, 1898 and went into force on April11, 1899,
as a result of the Spanish-American War which broke outon
April 22, 1898. The Taiwanese people will guarantee thatan
independent Taiwan thus created will be a free,democratic
nation.
3. If the United States government is stillin doubt about the
appeal, we shall, under the name of theprovisional civilian
government of the Democratic Republic ofTaiwan, enter
into an amicable treaty with the United Statesgovernment to
ensure the long-lasting friendship between the twonations.
4. If the United States rejects the appeal again, weshall make
public the evidence of the conspiracy jointlycontemplated by
the United States President Franklin D. Rooseveltand China’s
Chiang Kai-shek during the Second World War to divvyup
Taiwan, then a Japanese colony, after the end of theSecond
World War.
Evidence, Grounds, and Description
(1) Inthe past, Taiwan did not publish its own history textbooks
butallowed the Chinese people to lie about the history of
Taiwan.Now, we discover the truth and hereby rebuke
the Chinese peoplefor telling lies. Please peruse my book

TaiwaneseHistory. In the book, it is proved that, starting
from the Dutchoccupation of Taiwan in 1624, for more
than four centuries theancestors of the Taiwanese people
have never been Chinese, andTaiwan has never been part of
China.
(2) How come did theUnited States President Harry S. Truman
allow Generalissimo ChiangKai-shek’s Chinese troops
to accept Japanese troops’ surrenderand handover of
ammunition in Taiwan and the Pescadores at the endof
the Second World War? The fact is that, during the Second
WorldWar, or to be specific, on June 24, 1943, China’s
ChiangKai-shek dispatched his wife Soong Mei-ling to pay
a secret visitto the White House (under the pretext of her
farewell) to persuadethe United States President Franklin
D. Roosevelt into agreeingthat the United States and China
should divvy up Taiwan at the endof the Second World War,
and Franklin D. Roosevelt agreed. On thefollowing day,
that is, June 25, 1943 dispatched a telegram toChiang Kaishek
to let him know the good news (evidence: seeChiang’s
Journal on the date of June 25, 1943; and Chin,Hsiaoyi,
Preliminary Compilation of Important Data aboutthe
History of the Republic of China). In other words, theUnited
States President Franklin D. Roosevelt not onlybetrayed
Taiwan but also betrayed the American’s militaryinterests to
give way to China. As a result, Taiwan and thePescadores,
an intermediate integral constituent of the secondisland arc
(composed of Japan, Okinawa, Taiwan and thePescadores,
and the Philippines) of the American military defensein the

Northern Pacific Ocean, was missing.
(3)Political Leaders around the world should note thefollowing
historical events and evidence.
A. The AtlanticCharter, concluded on August 14, 1941 and
signed and promulgatedby the United States President
Franklin D. Roosevelt and theBritish Prime Minister
Winston Churchill, carries a pledge that,upon termination
of the Second World War, colonies shall getindependent
and establish their own governments.
B. TheDeclaration of the United Nations was signed on
January 1, 1942 by26 countries, including the Republic
of China, the United States,the Soviet Union, the United
Kingdom, and France, and as one ofits objectives, to
ratify the Atlantic Charterretrospectively.
The Atlantic Charter and the Declaration of theUnited
Nations became Article 76 of the Charter of theUnited
Nations. Unexpectedly, the United States President
FranklinD. Roosevelt and China colluded on June
24, 1943 to divvy upTaiwan in violation of the spirit
embodied in the Atlantic Charterand the Declaration of
the United Nations. Damn Franklin D.Roosevelt.
C. At Yalta Conference held on February 11, 1945,Roosevelt,
Churchill, and Stalin entered into an agreementwhich
stipulates: territories separated from an enemy nationshall
be mandated by the United Nations. The agreementwas
ratified by the United Nations retrospectively andwas
incorporated into Article 77 of the Charter of theUnited
Nations.

D. The former United StatesPresident Franklin D. Roosevelt
who betrayed Taiwan (and betrayedhis soul, personality
and nation as well) died of a stroke onApril 12, 1945 for
the prompt retribution he deserved.
E. InOctober 1949, the U.S. Department of State released
the WhitePaper on China to declare that the United States
was to give upTaiwan and allow Taiwan to wax and wane
on its own.
F. On June27, 1950 the United States President Harry S.
Truman released thedeclaration of neutralization on
Taiwan.
G. The People’sRepublic of China was dissatisfied with the
above-mentioned andtherefore put forth a bill known as
“Invasion into Taiwan, Chinaby the United States” and
dispatched a nine-member delegation(including the head
Wu Xiuquan, Consultant Qiao Guanhua, andmembers
Gao Pusheng, An Dong, Chen Qiao, Pu Shan, Zhou
Xian,Sun Biao, and Wang Naijing) to the United Nations
Security Councilwhere the Chinese delegation presented
the so-called “plenty ofexhibits”. Upon deliberation,
the United Nations SecurityCouncil formally rejected
on November 30, 1950 the bill wherebythe People’s
Republic of China appealed to the United Nations toask
the American troops to withdraw from Korea and Taiwan
(seean article “A Trip to the United Nations 40 Years
Ago”published by Wu Xiuquan in People’s Daily on
June 28, 1990).This confirms the undetermined status
of Taiwan, proves thatTaiwan is not part of China, and
further verifies thatGeneralissimo Chiang Kai-shek’s

Chinese troopsstationed in Taiwan are cultivated and
controlled by the Americantroops.
H. The San Francisco Peace Treaty (hereinafter referred toas
the Treaty) entered into by and between the Allied Powers
andJapan on September 8, 1951 at a convention held
in San Franciscoof the United States. Although Japan
agreed to cede Taiwan underthe Treaty, the Treaty does
not specify which country Japan shallcede Taiwan to.
Hence, the cession is known as undeterminedcession in
international law. The situation has a counterpart:Spain
surrendered Cuba and left Cuba’s statusundetermined
pursuant to the Treaty of Paris signed in 1899after
termination of the Spanish-American War. Hence,Taiwan
should gain independence for the reasons stated inthe
above paragraphs A, B and C.
I. Before the conclusion ofthe Sino-Japan Peace Treaty
on September 17, 1951, Karl L.Ranking, the American
ambassador to the Republic of China and YeGongchao,
the Foreign Minister of the Republic of China helda
meeting at the Headquarters of the Ministry of Foreign
Affairsin Taipei about the text of the Sino-Japan Peace
Treaty. Duringthe meeting, Karl L. Ranking told Ye
Gongchao: the U.S. Departmentof State instructs me to
tell you the Republic of China should,when drafting the
Treaty, avoid using any term that mightotherwise imply
that Taiwan will become part of China’sterritory from
a legal point of view under the Treaty to beconcluded;
the point is of vital importance to the UnitedNations’
interests, and thus it not only applies to anybilateral

treaties concluded prior to the day amultilateral treaty
comes into force but also applies to anysubsequent
protocols (see Preliminary Compilation ofImportant
Data about the History of the Republic of China).Hence,
Taiwan’s status is undetermined indeed, and Taiwan isnot
part of China at all. In this regard, even an implicit term
isnot allowable, not to mention that no blatant fallacious
statementis acceptable.
J. The Sino-Japan Peace Treaty entered into by andbetween
the Republic of China and Japan on April 28, 1952 and
theSan Francisco Peace Treaty has the same contents in
common, andthus Taiwan is entitled to independence
a long time ago. However,owing to the conspiracy
and collusion between the Chinesepoliticians and the
American politicians to divvy up Taiwan afterthe Second
World War as described in Paragraph (2), theUnited
States has ignored the truth and has kept Taiwan’sstatus
undetermined until now.
K. In June 1970, U.S. Departmentof State told the Senate
that Taiwan and the Pescadores were notsubject to any
international treaties, and the sovereignty overthe region
is an undetermined issue, which shall be resolved byan
international solution in the future.
Again, the view wasdescribed in the Department of State
Legal Advisor’s memorandumdated July 13, 1971, under
the heading “Taiwan’s LegalStatus”. However, so far the
United States government has keptthe issue open.
L. Mr. Liao Wenyi, a Taiwanese, often sentmessages from
Japan and Hong Kong to petition the United Statesand

the United Nations and declare “the Taiwanesepeople’s
claims”, only to receive no replies from therecipients.
During the inauguration meeting of theestablishment
of the Provisional Parliament of the Republic ofTaiwan
held at 36, Taira-machi, Meguro-ku, Tokyo, Japanon
September 1, 1955 (the inauguration meeting held in
Tokyostarted at 2pm and was attended by delegates
from 24 counties andcities of Taiwan, the United States,
Hong Kong, Singapore,Jakarta, and delegates from other
branches), Mr. Liao Wenyiannounced the Taiwanese
people’s resolve to pursue politicalindependence of
Taiwan. The inauguration meeting was widelycovered
by major newspapers in Europe and North America.In
response to the inauguration meeting, the Washington
D.C.warned that: the United States government had
failed to addressthe political future of the Chiang’s
regime properly withappropriate policy, thereby resulting
in looming crises andunpredictable political future of
Taiwan.
On September 19,1955, Indian Prime Minister Nehru
said: if the Taiwanese peoplehope so, the issue over
Taiwan should be resolved according to theprinciple
of self-determination of people. In November 27,1955,
the Regulations Concerning the Organization ofthe
Provisional Government of the Republic of Taiwan was
passed.On December 18, 1955, at the Fourth Round of
the First Meeting ofthe Provisional Parliament of the
Provisional Government of theRepublic of Taiwan held
at the YMCA of Tokyo, Dr. Liao Wenyi waselected the

President of the Republic of Taiwan, andDr. Wu Zhennan
was elected the Vice-President of the Republic ofTaiwan.
The above historical events strongly indicate thatthe
freedom, democracy and justice of the United States are
notattributable to each of the former presidents of the
UnitedStates, as some former presidents of the United
States wereundemocratic, unjust, and even as autocratic
and greedy as AdolfHitler. From the Taiwanese people’s
perspective, some formerpresidents of the United States
had never sought advice from theTaiwanese people as
to what in the world the Taiwanese peoplewant. Nor
had they ever concerned about the Taiwanesepeople’s
well-being. For instance, for lack of weapons, morethan
one hundred thirty thousand Taiwanese people were
slaughteredby the Chinese troops during the 228 Massacre
that broke out in1947, leaving tens of thousands of dead
bodies of the massacredTaiwanese people in heaps and
at the Port of Keelung and the Portof Kaohisung, but
bringing no concern at all from the UnitedStates. It is the
United States that dispatched the brutal ChiangKai-shek’s
Chinese troops to Taiwan. So many Taiwanesepeople
were killed, though the brutal Chiang Kai-shek’sChinese
troops had stayed in Taiwan for a period of time asshort
as one year and four months. Was the United States not
heldaccountable for the massacre of the Taiwanese people
(betrayal ofthe Taiwanese people and atrocity committed
to the Taiwanesepeople)?
Event recently several unrighteous, mercilessUnited
States presidents abused their power and evadedbeing

supervised by the Congress in an attempt tobetray Taiwan
to China. The presidents who promulgated thethree
U.S.-China communiqués had turned a blind eye tothe
Constitution of the United States, neglected the Charterof
the United Nations, Article 76(b) and Article 77(b), and
workedin an undemocratic manner (see the book for more
details). Hence,we hereby make a serious protest against
the United States andurge every political leader around
the world to monitor the UnitedStates government. The
current issue about Taiwan is: the UnitedStates and China
conspire to betray Taiwan, or to be specific, theUnited
States pretends to be friendly with Taiwan, whereasChina
plays the role of a bandit who occupies Taiwanunlawfully,
and thus United States and China together attemptto
divvy up Taiwan and deprive the Taiwanese people of
hard-earnedmoney. The issue has remained unresolved
for more than 60 years.Do you Americans feel shameful
for betraying Taiwan and theTaiwanese people? Are you
Americans eligible to talk about freedomand democracy?
Are you Americans entitled to preaching humanrights?
Do the human rights of 23 millions of Taiwanesepeople
exist?
Well, the latest rally, known as “ProtestAgainst Taiwan’s
Procurement of Weapons from the United States”,was
held by the Chinese people introduced into Taiwan byyou,
believe it or not. You can make an enquiry of Mr.Stephen
Young, Director of AIT. Solving the problemwithout
fighting in a battlefield can allow you to win theNobel
Peace Prize, right? I would be quite willing to visitthe

United States to give an explanation or delivera speech,
provided that the United States government asks me todo
so. However, my language skill is limited to Taiwanese
