中國反擊貿易戰 11月起再降1585商品關稅
因應中美貿易戰，中國國務院總理李克強26日在主持國務院常務會議時敲定，自今年11月1日起，將再降低1585個稅目工業品等商品進口關稅稅率，當中涉及中國國內市場需求大的工程機械、儀器儀表等機電設備，以及紡織品、建材、紙製品等商品。
中國政府網公布，李克強在會議中指出，應對當前錯綜複雜的國內外形勢，保持經濟平穩健康發展，要在持續擴內需的同時，堅定不移擴大開放，實施更加積極主動的開放戰略，營造更加公平便利可預期、更有吸引力的外商投資環境。
他提出擴大鼓勵外商投資範圍，將外商再投資暫不徵收預提所得稅政策適用範圍從「鼓勵類」外資項目擴大至所有非禁止項目和領域；大力保護智財權，進一步規範政府監管執法行為。
此外，李克強在會議還敲定，為適應產業升級、降低企業成本和群眾多層次消費等需求，從今年11月1日起，降低1585個稅目工業品等商品進口關稅稅率。
其中，將部分中國國內市場需求大的工程機械、儀器儀表等機電設備平均稅率由12.2%降至8.8%；紡織品、建材等商品平均稅率由11.5%降至8.4%；紙製品等部分資源性商品及初級加工品平均稅率由6.6%降至5.4%，並對同類或相似商品減併稅級。
中國政府網指出，今年中國先後推出的調降關稅措施預計將減輕企業和消費者稅負近人民幣600億元(約87億2500萬美元），中國的關稅總水準也將由去年的9.8%降至7.5%。
會議還決定加快通關便利化進程。今年11月1日前將進出口環節須驗核的監管證件從86種減至48種。同時清理不合規收費，10月底前由各地向社會公布當地口岸收費目錄清單，清單之外不得收費。
在推動降低合規費用方面，今年年內貨櫃進出口環節合規成本將比去年降低100美元以上，沿海大港要有更大幅度降低。
