2歲童染流感併發腦炎 狂吐抽蓄險亡

一名居住在南部的2歲女童，1月下旬出現發燒、咳嗽、頭痛等情形，家人帶她就醫檢查，隔天又出現嚴重嘔吐、全身抽蓄等情形，疑似染流感併發腦炎，所幸緊急接受治療後病情穩定，住院1周順利出院。

根據疾管署指出，今（2019）年春節期間（除夕至初五）國內急診類流感就診累計31,697人次，為近5年同期第三高；9天春節連假門急診類流感就診人次共100,088，較原先推估值（11.5萬至13.4萬人次）低。
疾管署副署長羅一鈞表示，2月2日至2月11日新增69例流感併發重症病例，以H1N1為主（48例，70%），並以65歲以上（31例，佔45%）、50至64歲（24例，佔35%）兩年齡層佔多數；另新增8例經審查與
最新特價商品流感相關死亡病例，年齡介於56歲至98歲，均有慢性病史。
疾管署防疫醫師林詠青說，該名2歲女童是2月2日至2月11日期間新增的流感併發重症病例中年紀最小的，另外還有一名4歲男童，也是因流感併發腦炎，出現發燒、咳嗽、流鼻水、手抖、意識改變等情形，目前還在住院治療中。該2名病童都無接種本季流感疫苗。
羅一鈞強調，流感找上幼童若出現的症狀包含全身抽蓄、嚴重嘔吐、胡言亂語、雙手顫抖等，可能就是併發腦炎，病程進展十分快速，只要1至2天就會惡化，死亡率達3成。該署在春節前已發出醫界通函提醒全國醫師提高警覺。
羅一鈞提醒，目前仍是流感高峰期，要到2月底後疫情才會逐漸趨緩，提醒正逢開學期間，之後接著是228連續假期，無論大人小孩都要注意咳嗽禮節、勤洗手，勿輕忽流感威脅，國內公費流感疫苗總剩餘量約6.3萬餘劑，籲請符合公費接種資格的民眾把握機會儘速接種。
如有發燒、咳嗽、流鼻水等類流感症狀，應配戴口罩，並可利用疾管署「流感防治一網通」（https://antiflu.cdc.gov.tw/）查詢鄰近診所就醫；一旦出現呼吸困難、發紺、意識改變等流感危險徵兆，應儘速至大醫院就醫，必要時按醫師指示使用流感抗病毒藥劑，以降低重症及死亡的風險。

反燃煤電廠 藍提公投

深澳燃煤電廠爭議不斷，藍綠立委都出現反對聲浪。國民黨立院黨團昨與多位立委及議員參選人舉行記者會，提出「停止新建、擴建燃煤電廠或機組」公投提案，將深澳電廠爭議直接訴諸公投，呼籲全民共同支持。
蔡政府擬重起深澳燃煤電廠，引發空汙疑慮，繼國民黨立委要求退回環差報告後，民進黨立委劉建國、蔡適應也呼籲重啟環評。國民黨團總召林德福表示，深澳電廠對大台北地區會造成嚴重衝擊，不分藍綠、不分黨派都反對，國民黨決定進一步提出公投，讓全民做決定。
這份公投提案主文為：為全民健康，降低燃煤發電引發之空氣汙染及碳排放，您是否同意確立「停止新建、擴建任何燃煤發電廠或發電機組（包括深澳電廠擴建）」之能源政策？
擬定主文的台北市議員參選人游淑慧說，蔡政府認為遠在千里以外的沙塵暴會影響台灣的空氣品質，台中火力發電廠也會影響80公里外南投竹山地區，重啟深澳電廠對北台灣影響可想而知。
游淑慧也說，她不贊成民進黨和時代力量提出的重啟環評，「那只是在拖延時間」，等年底大選過後又會匆匆通過環評。
游淑慧呼籲民進黨立即停止新建或擴建任何火力發電廠，不要讓人民共同承擔空汙共業。
國民黨團書記長李彥秀則說，深澳電廠若啟動，將影響台北市、新北市、基隆市等好幾個縣市，因此呼籲台北市長柯文哲、基隆市長林右昌，以及將代表民進黨參選新北市長的前行政院長蘇貞昌都要針對深澳電廠表達支持或反對立場。國民黨立委賴士葆也說，他認為蘇貞昌參選後第一個政見就是要對深澳電廠表態。
