加州FC 重磅數迷彩鉚釘口袋水洗短褲-共三色

?立法院長王金平一席「先立法再協商服貿」，讓國民黨陣腳大亂；許多人認為這是王金平對馬總統「復仇」，不過國民黨立委蔡正元卻認為，這是「吸星大法」險招，想要「一家胡牌吃三家」；國民黨此時與其憤怒，不如順勢而為，反而可以解決問題。

蔡正元說，王金平表面上打了國民黨一耳光，實際上是踹了學生一腳。因為院長表態「先立法再協商」之後，輿論更會認為學生可以退場，如果持續霸著不走，行動將失去正當性。

蔡正元表示，王金平的關鍵是「先立法再對服貿進行朝野協商」，而非學生要求的「先立法才能審查服貿」；即使沒有召開朝野協商，國民黨團仍可以排案，對服貿逐條逐項審查表決，完成之後送交朝野協商。

他說，接下來王金平只要將案子按住，等到兩岸協議監督條例完成立法三讀，就可以同時過關，一舉滿足「先立法後審查」與「立法審查並行」兩個看似矛盾的主張。

蔡正元說，王金平這招顯示對立法程序爐火純青，可以說心細膽大，堪稱職業玩家才敢出的怪牌；如果最後成功，自己成為化解僵局最大功臣，國民黨可通過服貿，民進黨也可擺脫被學生綁架，「反正他們反服貿是反假的」；在社會輿論下，國民兩黨沒有不配合的空間。

不願具名的藍營立委表示，事後黨團仔細研究聲明，也認為「先立法再協商」是王故意留下的關鍵；王金平一方面發表似乎對學生友善的聲明，卻又授意法制局主動宣布，如果警方驅離罷占議場的學生，僅須知會即可，總之學生如果撤退，可以贏得掌聲；如果學生不走，自己也卸掉壓力。

黨政人士說，蔡正元的說法不切實際；因為如今朝野高度缺乏互信，除非白紙黑字載明，否則如何保證國民黨同意王金平的提議，服貿就能如願在委員會審查？

黨政人士指出，綠營內部許多人雖然了解，過度反服貿是短多長空，但蘇貞昌在五月黨主席改選前，為了拉攏深綠，絕對不會採取和解策略，一定會持續對服貿協議審查，發動癱瘓性的焦土杯葛。 ※延伸閱讀》
