?日本戰國時代有嚴密諜報組織，行徑非人所當為，故稱忍者。忍者有高、中、低階，高階忍者為情報分析研判，稱「隱目者付」；中階忍者，擔任內間者為「隱目者」，擔任情報取得、傳達者為「物見者」，物見者必須活著把情報帶回，是「生間」，為掩護物見者達成任務，有三到五位「亂波者」組成亂波者組，有必死準備，是低階「死間」。
三、五個亂波者，如硬拚保護物見者，難敵數十數百人圍剿，且會讓物見者現形，所以他們在群眾聚集處製造混亂，轉移緝捕人員注意，手法是殺人、放火；只要群眾驚慌，執法人員措手不及，就能達到目的。
日人說：「沒有乃木希典大將，旅順照樣攻下；沒有東鄉平八郎大將，海戰也能獲勝；但沒有明石元二郎大佐，日本絕不能贏得日俄戰爭」，因當時明石元二郎將亂波戰術發揮到空前。
明石元二郎，是陸大五期畢業生，成績不是很好，卻是諜報天才。當時擔任駐俄武官，暗中協助共黨，教他們成為群眾運動的「亂波者」，製造恐慌，再嫁禍、栽贓，讓政府與人民對立，而造謠、滋事，讓政府癱瘓，社會紊亂。連俄國內政部長都被暗殺，俄戰艦「波將金號」都發生譁變。軍隊鎮壓內部混亂已疲於奔命，哪有心力調兵打日本。
俄共靠「亂波者」戰術，推翻了沙皇；為了要建立國際蘇維埃，讓各國徒子徒孫學到「亂波」戰術，全球開花，首當其衝的便是中華民國。
中共明的是小米加步槍，暗的是亂波者造謠加栽贓。國民黨退到台灣，以戒嚴法嚴禁集會遊行、罷工罷課，讓台灣安定下來。但民怨無法釋放，民意無法上達，非長久之計，終於逐步解嚴。
亂波者戰術，在台灣戒嚴下「危停」，卻在全世界「飛帆」，大國諜報組織都有亂波者戰術的人才及研究，以便顛覆敵國政府，再加上現代科技，亂波戰法更是日新月異。
由於兩岸漸趨和平，都希望安定，國際分離主義 、恐怖組織也未以台灣為戰場，再加國人素質普遍不低，所以群眾運動只有零星小亂，未致大難。
這次學運，國際媒體報導好幾天，難保各種亂波者不會以台灣作為模擬練兵之處。發起學運者，我們相信沒有亂波者，但應理解「食物放久必生蛆，群眾聚久必生亂」道理，見好就收。
收場之前，應慎防亂波者滲入滋事，再栽贓嫁禍。國安單位應對各類亂波者成員及手法建檔、掌控，演練「防範之道」。
