加州FC 專櫃質感 英國國旗和平概念短T

?三周沸騰，舉國事一學運。然立法院長王金平帶著民進黨總召柯建銘到立院走一遭，學運領袖林飛帆態度立刻軟化，肯定王金平在其職權內對「先立法再審查（服貿）」做出承諾。服貿風波最後由王收尾，只能說是馬英九的宿命。

從去年指責、偵辦王金平司法關說鎩羽，到此刻王金平順理成章即將取得兩岸事務發言權，終讓馬王之爭起底；馬英九在兩件大事情上都因程序正義失著—王金平關說案敗於偵查報告洩密，兩岸服貿協議則被監督審查機制的要求擋下，證明馬總統高道德化的目標，由於細節根本說不清楚，或者不說清楚，終究禁不起程序正義的考驗。

而學運與民進黨關係更透著蹊蹺，三一八到四○六時間序不能不令人產生聯想；蘇貞昌、葉菊蘭等人昨天對學運發言示好，再對照學運堅持立院審查民間兩岸協議監督條例版本，條文冠名「台灣與中國」，被解讀為兩國論條文化，而「先立法再審查」，不已搶得路擋先機？民進黨到底是不自主依附學運，還是選前趁勢架起反中與藍綠對立的燔柴，脈絡逐漸清晰。

這段期間，學運儼然民主聖徒自我立法，要馬總統「必須聽從人民的指揮」，「馬政府無能所以要召開國是會議」，自辦起「人民議會」與「公民憲政會議」。然而，說馬總統無能缺乏執政正當性，但又不能無視他的合法性；而「人民會議」、「公民憲政會議」，原只是聲聞於內的圍牆會議，再走下去，只能是「人民政府」了。王金平適時出手，學運順勢退守「先立法後審查」防線；林飛帆高喊「期盼王金平在國家民主憲政危機的關鍵時刻，持續扮演體察與回應民意的積極角色」，不就是退場、轉域之前撂話鳴金。不過，學運發韌迄今，至少達成世代對話、服貿深切討論、利弊顯揄，即使退場，這些成就也不能抹煞。

民進黨雖一路附和學運，最後關頭，壓力下也向美方表達不反服貿的態度，不正說明依違兩可言不由衷的政治算計，透過學運起乩，現在想退駕了。

其實，王金平早就釋出「有王版」解方的訊息，但府院黨遲鈍無覺，不理不睬；王出手後竟只能憤說「被出賣」、「錯愕」。分析王金平的修辭，「兩岸協議監督條例草案完成立法前，不召集兩岸服務貿易協議相關黨團協商會議」，王以「先立法」分得兩岸事權一杯羹，後面留著一手，即以「服貿黨團協商」，等著府院黨「求其友聲」了。

服貿協議攸關兩岸關係與接軌國際經濟，走到這步田地，府院黨只能主動找王解決；至於是回到張慶忠三十秒，還是退回行政院，喬事的王院長與府院黨要彼此交底了。
