6月2日，在中國人民銀行舉辦的講解國務院常務會布署相關紮紮實實控住經濟發展的金融政策記者招待會上，有新聞媒體提出問題：國常會明確提出對中小微企業和個體戶借款、大貨車購車貸款、臨時遇困的個人房貸消費貸款，執行推遲等額本息還款，我想問一下與以前具體指導金融機構執行的等額本息還款現行政策有什么不同點?怎樣激發金融機構主動性?

對於此事，中國人民銀行貨幣政策司廳長表明，2020年初，銀保監會、人民銀行立即頒布了貸款延期等額本息還款的現行政策，協助中小微企業解決新冠疫情沖擊性。為進一步加強扶持幅度，當初6月，人民銀行又頒布了惠普金融個人消費貸款推遲適用專用工具，專業適用地區法人代表金融機構貸款延期。這一現行政策通過2次推遲，實行至2021年年末。期內，金融企業總計對16萬億的借款利息執行了推遲，在其中中個人消費貸款13.1萬億。與先前的現行政策對比，此次國常會明確提出的推遲現行政策關鍵有幾個特性：

一是政策支持的幅度更高。推遲適用專用工具期滿後，經國務院准許，2022年起人民銀行依照社會化方法延續轉換為惠普金融小微貸款適用專用工具，對滿足條件的惠普金融小微貸款賬戶餘額增加量的1%給予資產鼓勵，這當中就包含了推遲等額本息還款產生的借款提高。最近為了更好地解決新一輪的新冠疫情沖擊性，國常會確定將資產支撐的占比從1%提升到2%，進一步激發金融企業主動性，與此同時確立對推遲借款堅持不懈實際性風險性分辨，不獨立因新冠疫情要素下降信貸風險歸類，不危害個人征信記錄。

二是重視充分發揮銀行業的自覺性。此次現行政策確立銀行業依照社會化標准與被困行為主體獨立商議，對今年底前期滿的借款執行推遲等額本息還款。在前幾年的貸款延期中，金融機構已經累積了許多工作經驗，與公司共克時艱、完成雙贏的觀念更強了，為公司申請辦理貸款延期的主動性、自覺性也提升了，此次人民銀行還規定金融機構提早聯絡公司，積極連接推遲要求，努力實現應延盡延。
