高雄市苓雅區正妹聊天

教育部政務次長陳良基今（15）日表示，教育部所屬的大專院校，去年有5萬多篇論文發表，更有許多教授及學生獲得發明獎跟技能競賽獎牌，但這些獎牌卻沒有實質發揮，若能夠讓這些獎牌轉化為實質，估計能創造更多社會效益，因此教育部希望做整個生態系統的改變，訓練學生走出校園時具備從0到1的創新創業技能。

陳良基表示，教育部將推動三個環節，包含在課程特色上引導同理心的學習，瞭解社會需求，並學會管理創新所擁有的風險；再者需幫助學生Maker Space建立，讓學生在做中學習，已實作雛形凝聚團隊理念及共識；再加上加速器，來結合各界資源、業師、產業經營模式等，進一步確立各項創新可行性。

而為了推廣創業創新，教育部也研擬修改相關法規，包括在人才技術方面，放寬技術作價持股比例，令公立大學未兼行政職教師，及私立大學教師得投資學校研發成果衍生新創公司，不受教師持股10％限制；科技部也研擬放寬兼行政職教師得兼任新創公司的職務（例如董事），及持股10％限制。

在資金部分，教育部也將協調相關單位，讓學研機構人員因學校技術入股所分配到的股票，得延緩繳納所得稅，不必於新創公司成立初期就讓學研機構人員繳納龐大的所得稅額；而市場方面，將鼓勵台灣大學建立完善智慧財產管理機制，促進學校科研成果商業化；教育部也將研擬完善監督管理機制，放寬、鬆綁並不表示讓大專校園專享利益與分配權，教育部將研擬相關辦法，為學校訂做校內利益衝突及迴避規範。
