遲遲無法產生新政府 瑞典恐提前大選
(路透斯德哥爾摩14日電）瑞典國會今天如預料投票否決社會民主黨領袖勒夫文續任總理，然而各政黨如無法解決政治僵局，在9月大選3個月後仍無法組成新政府，將面臨提前選舉。
國會今天如預期以200對116票的比數，否決讓社會民主黨的勒夫文（Stefan Lofven）所領導中間偏左聯盟繼續執政。勒夫文目前是看守總理。
國會已投票強制勒夫文下台，但也否決中間偏右領袖克里斯特松（Ulf Kristersson）出任總理，使得新政府前景不明。
9月的大選無明顯贏家，而中間偏左或中間偏右聯盟都無法取得協議組成新政府。
國會議長諾倫（Andreas Norlen）說：「各政黨正把瑞典推向提前選舉的道路上。」
他說：「我決定，應開始準備提前選舉。」中央社（翻譯）
老舊柴油烏賊車汰舊 環署推信保優惠利率、利息補貼

上週貨車司機因不滿新版《空污法》將淘汰老車，至環保署前集結抗議，23日環保署長李應元拋出，3.5噸以上1、2期柴油烏賊車，汰舊換新信保優惠利率及利息補貼的具體計畫。將提供最高九成的信用保證資金，讓車主獲得優惠利率3%~5%，環保署將補貼最高1%利率的購車利息。
3.5噸以上1、2期柴油烏賊車，目前尚有7.9萬輛，《空污法》修正後，未來將面臨加嚴排放標準，因此引發駕駛不滿，上週更發動遊行抗議。當時抗議駕駛指出，老舊汽機貨車都是他們的生產機具，環署不該拿市井小民的維生方式開鍘，首批面臨淘汰的8萬輛車，背後等於近8萬戶的家庭賴以維生的經濟收入來源將頓時斬斷。
李應元表示，新修正《空污法》第36條第2項規定，環保署得視空氣品質需求，適度加嚴使用中汽機車排放標準，雖然相關管制規定還在研擬中，尚未定案，不過，柴油車的確列為優先整頓的目標。因此在管制規定確定及實施前，環署已先行實施相關補助措施。環署估計，2022年全數淘汰老舊柴油車後，每年可減少PM2.5排放約4000公噸。
包括了2017年8月16日訂定「淘汰老舊大型柴油車補助辦法」，依車重補助淘汰3.5噸以上1、2期柴油烏賊車每輛5萬元至40萬元，平均每輛補助20萬元；2017年8月8日訂定「大型柴油車加裝濾煙器補助辦法」，補助3期大型柴油車加裝濾煙器，每套7至15萬元；此外，凡報廢3.5噸以上1、2期柴油大貨車並新購1輛柴油大貨車者，都可退貨物稅5萬元。環署提出統計，上述補助措施已完成淘汰3.5噸以上1、2期柴油烏賊車約1.3萬輛。
李應元表示，為了降低車主換車負擔，環保署提供3.5噸以上1、2期柴油烏賊車汰舊換新信保優惠利率及利息補貼。環署規劃的「汰換老舊大型柴油車專案優惠利率及信用保證計畫」
撿便宜購物省錢方法，將由政府部門提供最高九成的信用保證資金，讓車主獲得優惠利率3%至5%，並由該署補貼最高1%利率的購車利息，以增加車主汰換3.5噸以上1、2期柴油烏賊車的誘因，降低柴油烏賊車造成的污染。
環署規劃該計畫於今年9月1日實施，空保處處長蔡鴻德指出，這個汰舊計畫的經費，將來自環保署空污基金，與結合中小企業信用保證基金，預估從9月展開至2027年，將支出34.44億元。加上淘汰1、2期老舊大型柴油車及3期大型柴油車加裝濾煙器的相關補助，可能全部將投入超過170億元改善老舊柴油車造成的污染。
環署估計，平均每輛車約可獲得3萬元至5萬元利息補貼，最高可以提供車主九成的購車費用信用保證；且依據不同擔保成數，汰舊換新車主可獲得3%~5%之優惠貸款利率。此外，環署也規劃補貼車主最高1%利率之購車利息，並採逐年降低補貼利率方式，至2022年補貼利率將降為0.55%，因此鼓勵車主儘早提出申請，儘早淘汰可獲得較多補助，以減輕換車負擔。
