公帑收買記者曝光 花蓮記者集體離職
【台灣醒報記者游清淵台北報導】花蓮縣前縣長、人稱「花蓮王」的傅崐萁，正因涉炒股案入獄，19日被周刊爆料他以公帑546萬元讓地方記者得標，以提供輿情蒐集為由贊助記者14~45萬元，拿錢的記者包括知名的三立、民視、東森、TVBS、壹電視、聯合報等，還有公營的客家台、原民台等也都拿錢辦事。消息傳出業界譁然，絕大多數記者均已請辭或被請辭。
《鏡週刊》在報導指出，傅崐萁入獄後，法務部次長蔡碧仲任花蓮代理縣長期間陸續發現縣府不少未依《政府採購法》上網登錄公開資訊，其中一批傅任內決標、名為「縣政宣導平面素材資料庫蒐集建立」的採購案，25個政府標案總計546萬餘元，得標者幾乎都是各媒體的駐地記者。(見圖、段宜康臉書)
立委段宜康19日在立院委員會質詢說，今天審查監察院預算，將提附帶決議，希望監察院調查清楚此案，第一，傅崐萁、縣府官員是否涉及違法失職；第二是此縣府標案是限制性招標，沒有上網公告，結果剛好分配給記者一人一個得標，招標過程有無違法。監察秘書長傅孟融表示，會依決議內容，依規定交由監察院業務單位處理。
週刊指出，花蓮縣前縣長傅崐萁，以「縣政宣導平面素材資料庫蒐集建立」採購案為名義，給當地電視記者與平面媒體記者得標，從14萬到28萬餘元不等的標案，專做輿情蒐集。有記者連2年都拿到標案，一共領取45萬8800元。主辦此事的資深記者、前縣府副秘書長謝公秉還直言「只有你知、我知還有處長」。
花蓮縣政府則發出新聞稿表示，謝公秉身為媒體界資深前輩，理應深諳新聞倫理操守、媒體與監督對象分際，卻仍以標案方式讓第一線記者以自然人身分得標，引發外界質疑利用公帑收買記者。此舉不僅有損花蓮縣政府形象、導致花蓮地方媒體公信力重挫，事後否認的作法，更意圖要陷基層公務員於不義，對此予以譴責，盼能導正視聽。
據了解，其中有許多是10-20年的資深記者，他們所以涉入，有的認為這是下班後的個人勞務收入，有的懾於集體收買不敢當孤鳥，如今幾乎都身敗名裂，丟了工作，連退休金、年終獎金都飛了。一位曾任花蓮深記者、現已改行的記者歎說，那個生態是聽話就給錢、不聽話就整你，極少數沒收錢的公視、華視、自由、蘋果等的記者，不是清流就是孤鳥，值得佩服。
因花蓮記者集體涉案，幾乎使各家媒體鬧空城，難以替補人去花蓮接手。目前已確定自行請辭或開除的包括客家電視台記者張國興、台視記者吳彩鴻、民視記者吳政諺、聯合報記者徐庭揚、原住民電視台鄭志貴、壹電視記者洪本翹、東森電視記者蕭可正等人。而中天、年代與三立都表示還在調查中，更生日報與花蓮電子報則認為程序合法，只是觀感不好。
但TVBS澄清說，該台駐花蓮記者李汪勝在被告知此標案後已婉謝參與。名單上指為TVBS代理人的曾萬昌屬獨立製作公司，並非TVBS記者，也不是李汪勝的代理人。
台灣新聞記者協會下午發表聲明指出，這14名記者嚴重違反記協的「新聞倫理公約」，包含「新聞工作者應拒絕採訪對象的收買或威脅」、「新聞工作者不得利用職務牟取不當利益或脅迫他人」、「新聞工作者不得兼任與本職相衝突的職務或從事此類事業，並應該迴避和本身利益相關的編採任務」等3條公約。記協嘆：「當全國同業都在全力挽救瀕臨崩潰的新聞專業公信力時，這種行為無疑重創同業的努力，也再一次地令臺灣社會失望。」
