強制淘汰10年老車？ 環保署：誤解
【台灣醒報實習記者王淯意台北報導】只打髒車，不打老車！針對日前老車駕駛集結抗議月初上路的「空氣汙染防制法」，環保署副署長詹順貴20日表示，目前規劃的加嚴表準草案只針對高污染的二行程機車與1-3期大型柴油車，其他如四行程機車、小客車、小貨車及加裝濾煙器的3期大型柴油車均不受影響
團購人氣產品，外界傳言的出廠10年以上舊車將被迫淘汰，全屬誤解。
新修正的空氣汙染防制法第36條第2項規定，環保署得視空氣品質需求，加嚴出廠10年以上交通工具原本適用的排放準則；對此，全國老汽機貨車自救會與老車駕駛紛紛集結抗議，表達「老車無罪、反對強制淘汰」等訴求。
環保署20日舉辦記者會，詹順貴澄清，規劃的加嚴標準草案尚需與各界進行討論及考量車輛改善技術的可行性，並依討論結果完成修正後，才會公告實施，且會安排足夠的政策宣傳期，讓車主有時間因應。他再次聲明，環保署規劃的加嚴排放標準受影響的對象只有二行程機車（即92年12月31日前出廠）及1-3期大型柴油車（95年9月30日前出廠）。
詹順貴解釋，全台8萬輛貨車，約佔空污的16%；二行程機車8萬輛，則佔全台空污的2.3%，汙染比例相較於1200萬輛四行程機車（空污佔比約2.7%）來得高，所以1-3期大型柴油車、二行程機車被列為優先管制對象。對於四行程機車，則透過未來導入電動機車，漸漸在市場上將其淘汰。
環保署這兩年，對於固定汙染源，已新增30項加嚴標準；移動污染源則有7項，其中4項是補助方案，如報廢補助、加裝濾煙器等。古董車方面，環保署目前也制定草案，規定車主需在定期保養、紀錄車況與非交通尖峰時段、非空氣品質緊戒日等狀態下才可繼續使用。
