新鏡花緣之五角大廈副管理員

美麗大帝國有一棟很大的大廈叫做五角大廈(The Pentagon)就在京城西南邊的阿靈頓區(Arlington)。大廈的管理員權力很大,可以出動帝國海軍,討伐「流氓國家」(Rogue States)。也可以部署「踏馬的」(TMD)系統,來抵抗飛彈。

大廈很大,是全世界最大的建築物之一,所以需要很多人來管理。管理員(Secretary of Defense)直接向皇上負責,而管理員之下,就是副管理員(Deputy Secretary of Defense),兩個人共同掌管大帝國的整個保全(National Security)任務。其實他們不只管大帝國,還到處招攬保全業務。管理員和副管理員之下,有各軍軍部司令員,以及幾位樓下管理員(Under Secretary)、助理管理員(Assistant Secretary),分別掌管政策、財務、情報等等。這五角大廈的學問不少,下次再專文介紹。現在要講的是武夫為之(Paul Wolfowitz)先生。

武夫為之先生不是一介武夫,而是政治學者。在今年三月出任副管理員之前,他擔任了六年的薑私貨浦京斯大學(The Johns Hopkins University)高等國際研究院(SAIS)的院長。「今上」小灌木陛下登基之前,武夫為之先生一度盛傳即將出任國務卿(Secretary of State),後來敗給泡我(Powell)將軍。爭取五角大廈管理員,又被更資深的藍斯斐(Rumsfeld)老先生擠下來。不過擔任副管理員,也好像心滿意足了。

在1989到1993年之間,武夫為之先生擔任五角大廈「樓下管理員」(Under Secretary),領導一個七百人的政策團隊,向當時的管理員錢尼先生(Dick Cheney),也就是現在的美麗大帝國副皇上(怪吧)負責。在這幾年間,正好是美麗大帝國在歐亞大陸結束一段冷冷的戰爭(Cold War),又在遠遠的沙漠灣區打了一場熱熱的戰爭(Gulf War)的光榮時代。武夫為之先生在這段期間,對於美麗大帝國冷戰之後的全球戰略形成,基地部署,區域戰略,以及銷毀前蘇聯核武等等政策的形塑,都有極重要的角色。

更早之前,在好萊塢演員當皇上的時代,武夫為之先生曾擔任過駐印尼大使,以及國務院助理國務卿。也接受頒贈數種勳章。

武夫為之先生,雖然貴為帝國五角大廈副管理員,按理說應該有極高的武術造詣,但其實只是紙上談兵。其戰略思想普遍見於各媒體及期刊,較完整的勾勒應從演講以及國會證辭來尋找。從Google鍵入Paul Wolfowitz,可以找到數篇訪問、演講以及證辭,從這裡來瞭解會比看他的學術著作更有意義,因為好像很久沒有學術著作了。

接下來是一個關於AGENDA和武夫為之先生的故事。懶得讀英文的人就會錯過囉。

Above is an earlier piece made before I decided only to write in English. I used to plan to introduce the Pentagon structure and Paul Wolfowitz's role in the current U.S. defense policy to you, yet being too occupied by school works I can hardly do that right now.

Now I would like to take a few minutes to tell the interesting story happened between Dr. Wolfowitz and Mr. AGENDA.

The first time that AGENDA met Dr. Wolfowitz was the reception for the new MIPP.(Master of International and Public Policy, the academic program that AGENDA enrolled in) That's the tenth day after AGENDA stepped on the United States soil for the very first time.

After he welcomed all of the new students as the Dean of school and after everyone had introduce him or herself, Dr. Wolfowitz asked if anyone has any question or point to say.

Mr. AGENDA raised his hand and stood up, started to talk--in his poor English--"I have two points regarding the SAIS faces book." (That's a photo album and address book, which includes all the school students' and faculty members' picture to let everyone knows the others.)

"The first point is everyone looks terrible in his or her picture."

Big laughing came from people in the whole room. Dr. Wolfowitz also laughed and said, "I think this probably is not the photographer's fault." People laughed louder.

While people became quiet and waited to see what more interesting words would come out from AGENDA, he said, slowly and loudly, "On that book the school identified all four Taiwanese students' nationality as 'China-Taiwan' while the Chinese students the 'China-PRC'. But we don't think Taiwan is part of China, at least not now. And I don't think it is the current American policy position to put Taiwan people and PRC together regardless how they feel."

People were sort of surprised because they didn't expect that what AGENDA would raise this sensitive political question. So the whole room was quiet again.

Then Dean Wolfowitz replied, "That's nothing to do with the U.S. policy and I think the University's policy should be allowing students to identify their nationalities by themselves. But it is very difficult for the administration to call back all the books, so would you accept that if we do the correction on the other pieces and put them into all the students' file folders to let them know the correction we have made?"

AGENDA said, " Yes, and I hope this error won't happen again."

So, the happy ending is, the school's public affairs office made a correction and, in the next semester, all the Taiwanese students' nationality read "TAIWAN" but no any "China".

The other episode was that, a beautiful Sweden girl, Laura, came to ask AGENDA that would he like to be the representative of the MIPP students to the student government association. A couple of days later, AGENDA was elected as the representative, but that's another story.

Well, if anyone of you has the chance to go to the Pentagon to meet the Deputy Secretary of Defense Wolfowitz who just helped to shape the new U.S. strategy toward Taiwan Strait question, don't mention AGENDA's name. He surely knows AGENDA, and he probably would say "that white eyes guy"(白目的傢伙) if he knew the Taiwanese slang.
