強颱莫蘭蒂暴風圈持續發威，今天小琉球、鵝鑾鼻都出現十七米以上浪高，打破設站紀錄，氣象局提醒，晚間六時後滿潮，西南部要嚴防海水倒灌。

今年第十四號颱風莫蘭蒂發威，根據中央氣象局最新資料，莫蘭蒂中心目前位在澎湖南方七十公里海面上，正以十七公里速度向西北轉北北西移動，暴風圈仍籠罩恆春半島、南投、台中以南、花蓮以南及澎湖地區。

中央氣象局科長謝明昌表示，莫蘭蒂颱風雖然強度有減弱趨勢，但是眼牆結構仍紮實，所經之處包括小琉球和鵝鑾鼻都分別出現十七?二和十七?四米浪高，各自打破設站以來紀錄，而東吉島測得的每秒六十二公尺風速，更是今年最強陣風。

謝明昌提醒，隨著颱風西移，南風建立，西南部風雨越來越強勁，適逢今天是大潮，晚間六時以後進入滿潮，住在沿海及低窪地區的居民要嚴防海水倒灌。

名列世界文化遺產之一的中國長城，因為風雨侵蝕，遊客數量不斷增加，以及許多人為破壞等因素，整體狀況已經到了令人堪憂的程度。

這是北京盤龍山地區的長城，與八達嶺長城相比，遊客較少。雖然如此，數十個峰火台有些缺了角，有些掉了許多磚塊，更有不少面目全非，根本看不出形狀，為什麼會變成這樣呢？

古北口長城主任劉國明：「最初破壞的時候應該是抗戰時候，古北口保衛戰是一線陣地，當時戰鬥激烈，有好多重武器，把好多長城轟壞了後，隨著這麼多年自然雨水沖刷，所以就變成現在這樣了。」

專家指出，與明代長城整體狀況相比，只有8%左右的牆體是保存比較好的；20%有牆體但已相當殘破了；30%則是撤底不存在了。而除了戰事和自然風化外，人為破壞也是主因之一，目前開放給遊客的長城區段結構，都已修繕加固。

未經修繕的野長城是禁止攀爬的。雖然如此，很多遊客對這道規定視而不見。

記者vs.遊客：「(你們知道爬野城是不允許的嗎?)，我們長期玩這個沒有搞破壞的，像水喝完了都自己揹著，不往上扔垃圾。」

沒有經過加固的長城，馬道裡的磚塊是鬆動的，遊客一踩就踩壞了，對長城的破壞速度相當快。雖然中國當局努力修復野長城，但因強調以舊修舊，85公尺的城牆要花上半年才修得好，進度相當緩慢，只好努力宣導，希望民眾多多愛惜文物，不要再爬野長城。（民視新聞黃彗澤綜合報導）

（中央社記者呂欣憓台北14日電）國家政策研究基金會今天指出，颱風過後，台灣蔬菜價格上漲的漲幅比以往還大，且不只產地蔬菜上漲，連不該漲價的進口蔬菜也上漲，因此呼籲行政院督導物價，處理哄抬的廠商。

國家政策研究基金會今天舉行「行政院不見了，穩定物價小組是殭屍嗎？」記者會，基金會執行長孫立群說，行政院穩定物價小組9月8日開過一次會議，9月11日立法院總質詢，中國國民黨籍立法委員蔣乃辛質詢行政院長林全有沒有注意菜價問題，林全才指示農糧署釋出冷凍蔬菜。

孫立群說，9月2日就開始豪雨，9月11才釋出冷凍蔬菜，「這中間在幹甚麼？穩定物價小組開假的嗎？」他說，行政院在9月2日還發了新聞稿，農委會提出6大措施，但「這是作文比賽嗎？釋出的效果在什麼地方？」

蔣乃辛說，大雨之後，小黃瓜和地瓜葉一斤達到100多元，且菜價北部和南部有很大差價，為什麼颱風和大雨後漲這麼多？就算本地蔬菜受影響，但為什麼進口蔬菜會大幅上漲？進口蔬菜應該是平常就採購好，哄抬物價的部分，行政院有沒有在關心處理？

蔣乃辛說，進口蔬菜應該2個月前就已經進口，那時的天氣非常好，價格也很低，現在隨著本土蔬菜上漲，進口蔬菜也上漲，「政府有沒有盡力督導物價？有沒有處理哄抬物價廠商？」

蔣乃辛說，颱風下雨每年都有，但過去沒發生這麼嚴重波動，以前颱風前，政府會主動進口國外蔬菜水果或冷凍根莖類，當產地蔬菜缺乏時，拿這些去替代；他呼籲新政府執政，要關心民生物價。1051014
