近6成反對蔡連任 若賴參選勝算大
【台灣醒報記者楊蕓台北報導】總統蔡英文放眼2020年競選連任恐出現危機！根據綠營新台灣國策智庫31日發布的最新民調顯示，有57.7%的民眾不支持蔡英文競選連任，唯有國民黨推派黨主席吳敦義參選才有勝算。東華大學民族事務與發展學系教授施正鋒分析，民進黨推派賴清德參選2020勝算最大，即使加入台北市長柯文哲參選總統，國民黨不論推派誰，賴都能勝出。
新台灣國策智庫31日公布最新民調，蔡英文滿意度31.1%，不滿意度較4月上升6.9%，行政院長賴清德的滿意度為40.6%，但不滿意度也較4月份上升9.4%；在2020總統大選部分，高達57.7%民眾不支持蔡競選連任，但若派出賴清德，國民黨不論推派吳敦義、朱立倫或馬英九參選，甚至連柯文哲都參選，賴勝選機率都比較高，可說是民進黨的王牌。
不過，民調指出，雖有51.6%的民眾不支持台北市長柯文哲參與2020總統大選，但若柯參選總統，柯文哲還是能以40.0%贏過蔡英文的27.1%、吳敦義的18.3%；若馬英九回鍋參選，柯文哲仍以33.8%居冠、馬英九27.8%、蔡英文則墊底25.9%；但若民進黨推派賴清德，賴清德將以36.8%居冠，贏過柯文哲的34.3%與吳敦義的15.5%。
東華大學民族事務與發展學系教授施正鋒分析，近6成反對小英連任，以及黨內將她與賴神PK，蔡支持度僅23.4%，幾乎只有賴的一半（48.6%），兩者都顯示蔡英文已經呈現跛腳狀態。此外，蔡英文競選連任恐只贏過吳敦義，推派賴清德對民進黨而言勝算最大，可贏過吳、朱、馬3人，且與朱立倫差距最小。
施正鋒表示，加入柯文哲因素後，只要蔡英文競選連任，國民黨不論派誰，柯都可說是「完勝」；但若是賴清德參選，就有機會擊敗柯文哲。他也提到，現在民進黨內醞釀讓賴神去當小英副手的聲音，但施正鋒認為，這樣恐會犧牲賴清德的政治生命，此外，民進黨另一批黑馬陳菊的動向，是未來值得關注的地方。
台灣北社社長李川信則分析，蔡英文民調聲望持續低迷，原因出自全面執政兩年來，用人始終猶豫不決，民眾對於內政改革也充滿失落感，蔡想藉賴清德拉抬氣勢效果有限。他認為，總統應該是以國防外交為主軸，內政部份則放手給賴清德處理，至於2020總統大選，李川信認為要在年底選完後再觀察會比較明朗。
此份民調於27日至28日以住宅電話進行調查，全國總共完成1068份有效樣本，在95%信心水準下，抽樣誤差為正負3個百分點。
蘇辦質疑淡水輕軌進度慢 新北：綠山線第一期年底通車
民進黨新北市長參選人蘇貞昌昨（27）日晚與新北市議員鄭宇恩在三芝區舉行的市政說明會上，感嘆新北市政府對大家關心的淡水輕軌「嘸要嘸緊！」在他擔任行政院長時就已經裁決，十幾年過去，卻還沒辦法通車，速度實在太慢。
新北市政府捷運局長趙紹廉今（28）日回應，「老縣長，你累了嗎？」老縣長總愛想當年，但很遺憾，不知道是故意記錯，還是搶功的老毛病又犯，你在擔任行政院長時，從未核定淡海輕軌；作重大的交通建設要務實，與其沈溺不存在的過去，還是實地看看，天天趕工試車的淡海輕軌吧！
趙紹廉表示，淡海輕軌的可行性研究，是在民國99年核定，民國102年核定綜合規劃報告後，新北市政府隨即在第二年、民國103年完成統包工程開標，二年後完成國車國造的第一台列車；此外，今（107）年底，第一期工程的綠山線就可通車，「這不叫要緊，蝦咪叫要緊！」又是哪裡來的10幾年過去？
