承造海軍六艘獵雷艦的「慶富造船」涉嫌詐貸，又爆出財務危機，立法院外交國防委員會今(23)日就「國軍獵雷艦執行進度」召開專案報告，邀國防部副部長蒲澤春、財政部次長蘇建榮、金管會副主委鄭貞茂與一銀董事長蔡慶年等人列席報告並備詢。對於第一銀行主導獵雷艦聯貸案，蔡慶年否認袒護慶富，強調因為是國艦國造的案子，「覺得應該支持」。
外界質疑慶富造船財務狀況與實績能力均不佳，卻能得標，並獲得九家行庫聯貸205億元，是否刻意袒護慶富？蔡慶年受訪時說，「怎麼會袒護慶富呢？因為這是國艦國造的政策，我們覺得應該要支持，這個案子國防部又根據最有利標產生的廠商，放款就是放款，沒有袒護不袒護的問題」。
對於金管會可能開罰？蔡慶年表示，檢查報導還在處理中，還不清楚。
先前有立委質疑，經濟部工業局債務協商的調查報告，在資料引用及日期有重大爭議，對此，蔡慶年表示，大概是委員有誤解，經濟部應該出面澄清，據他所知實務上解釋並不是那樣 。
對於慶富是否確定違約？國防部發言人陳中吉則說，會有法律、採購相關專案團隊來做評估。
至於台船表態有能力承接造艦案，陳中吉表示，國防部對後續會有各項方案的評估，等評估完後，就會有適當的處置方案，必須依法、依約做後面相關事項的執行。
