中國大陸H7N9流感疫情頻傳，國內發生多起H5N6高病原性禽流感疫情，高雄市亦在二月四日出現首例境外移入H7N9病例，疫情一觸即發。高市府為表達對抗禽流感的決心，提前做好防疫整備，於昨（十五）日在市府四維行政中心召開「一○六年度第一次禽流感跨局處整備會議」，研商相關因應作為。
主席林英斌副秘書長會中指示，市府防疫團隊即日起啟動跨局處分工，配合中央「跨部會及地方合作」、「邊境檢疫與疫情監測」、「檢驗量能與防疫知能強化」及「民眾溝通及衛教」四大重點防疫工作，並特別要求農業局建立高雄市養禽場名冊，排定各禽場清查及消毒行程，確實輔導並協助業者落實環境整備工作，以嚴防病毒入侵。衛生局呼籲，目前國內發生多起H5N6禽類養殖場感染案例，且中國大陸仍處H7N9流感高峰期，造成台灣禽流感防疫的嚴重威脅，即使有接種過流感疫苗，無論是當地台商或是計劃前往該地區的民眾仍不可掉以輕心。

蔡姓男子酒駕被警方攔查開單，硬是強辯機車鑰匙未在車上係於路邊靜止狀態，不該罰他，請求法院撤銷罰款九萬及吊銷執照等處分。執勤員警在法庭上提出蒐證用行車紀錄器影片，證明蔡男的車子是行進間且拒絕酒測。法官駁回蔡的請求，判決照樣要罰。
蔡姓男子去年八月四日深夜將近十二點，騎機車在街上被永康分局的巡邏警發現行車不穩，員警騎乘警用機車在後，鳴放警笛加快速度追趕攔查，一面利用行車紀錄器攝影蒐證，直到蔡的機車在一處巷弄內之民宅前方停下來，員警對蔡要求酒測遭拒，並否認有騎機車。
警方將蔡男帶回派出所，並播放蒐證用的行車紀錄器，並告訴蔡男若拒絕酒測，警方會直接開單。最後，蔡男仍拒絕酒測，被開單罰九萬元，吊銷機車駕照，三年內不得考領駕駛執照，並應參加道路交通安全講習。蔡男不服，上法院提起行政訴訟，請法官撤銷裁罰。
法院傳訊承辦警員，並且當庭勘驗錄影帶，發現蔡男所言不實，應當要罰，駁回他的請求。
